About the role

Northrop Grumman Aeronautics Systems has an opening for an E-2D Flight Test Section Manager 2 to join our Test and Evaluation (T&E) Organization in Melbourne, Florida. This leadership role involves working closely with the Department Manager and fellow Section Managers to implement department initiatives, ensuring successful planning and execution of program test engineering activities. The Section Manager will collaborate with programs to satisfy staffing needs and provide operations support.

This position is responsible for planning, conducting, and reporting Test & Evaluation of the E-2 weapon system, including air vehicle and complex AEW&BMC2 mission system suite testing. The role involves passive and active sensors, communication, navigation/control, onboard networks, and mission management software developed by subcontractors and other Northrop Grumman organizations.

The T&E Flight Test Manager will lead and manage a team of aircrew, instrumentation, and flight test engineers to ensure horizontal technical integration across the IPTs within the E-2 Enterprise. Responsibilities include test conduct in accordance with Sector Engineering procedures, staffing requirements for critical testing, and development of integrated test plans and technical artifacts to meet testing parameters and mission success.

The role assists the T&E IPT Manager with program planning and execution from proposal through execution phase, coordinates daily test activities for international flight programs, and aids in the development of flight test plans, scheduling, and execution of program priorities. The candidate will lead teams to execute common goals, remove roadblocks, and assist with planning multiple programs across IPTs, including domestic, international, and fleet sustainment initiatives.

Frequent contacts with individuals representing other departments and outside organizations are expected. The candidate will plan, execute, and status programs, including technical and financial performance, and work with leads across multiple sites to ensure programmatic execution. Responsibilities also include looking for organizational efficiencies, earned value management, and coordination with design teams.

Responsibilities

• Coordinate daily test activities for international flight programs, predominantly out of Melbourne.
• Aid in the development of flight test plans, scheduling, and execution of program priorities.
• Lead teams to execute common goals, understand and remove roadblocks, and assist with planning multiple programs.
• Plan, execute, and status programs, including technical and financial performance.
• Work with leads across multiple sites to ensure programmatic execution.
• Identify organizational efficiencies and manage earned value.
• Coordinate with design teams via planning, organizing, controlling, and approval of actions for SIT&E integration.

Requirements

• Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military experience, OR a Master’s degree AND 7 years of related professional/military experience.
• Current DoD Secret level security clearance (or higher) and ability to maintain a DoD Top Secret level security clearance.
• Ability to obtain and maintain a Special Access Programs (SAP) clearance.
• Flight Test Execution experience or experience with an air vehicle or mission system program.
• Strong verbal and written communication skills, team-building skills, and comfort working on large, multi-functional teams.

Preferred Qualifications

• Experience in several of the following areas: Systems development, Communications, Data links, Computer networks, Sensors, Avionics, COTS hardware, instrumentation systems, Vehicle testing, control room experience, CRM/ORM.
• Master’s Degree in Engineering, Engineering Management, or MBA.
• Extensive knowledge of T&E processes, procedures, and work instructions required to support management and engineering tasks at the Melbourne site.
• Current DoD Top Secret/SCI level security clearance.
• Current Program Access.
• Cost Account Management experience.
• Excellent communication, interpersonal skills, and ability to interface with all levels of employees and management.

Pay

Primary level salary range: $139,100.00 - $208,700.00. The salary range represents a general guideline; Northrop Grumman considers factors such as scope and responsibilities of the position, candidate's experience, education, skills, and current market conditions when determining base salary offers. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
