About the Role
Nebius is seeking a Management Consultant specializing in infrastructure site selection to provide temporary, project-based advisory services to the Infrastructure Acquisition Group. The consultant will assess Nebius’ existing site-selection practices, evaluate strategic infrastructure markets, identify organizational and transaction-related risks, and recommend a scalable site-selection operating model for the Americas.
This is an advisory position established to address a defined, non-routine business need during the buildout of Nebius’ infrastructure-acquisition function. The consultant will provide specialized analysis and recommendations to Nebius leadership but will not independently acquire property, execute agreements, make final investment decisions, supervise permanent employees, or assume responsibility for Nebius’ routine infrastructure-acquisition operations. The engagement will conclude following the completion and transfer of the defined consulting deliverables.
The Infrastructure Acquisition Group
The Infrastructure Acquisition Group evaluates the land, power, connectivity, and data-center capacity required to support the continued expansion of the Nebius AI Cloud. The group works across Engineering, Energy, Finance, Legal, Network, Technical Due Diligence, Project Development, and Delivery to assess potential infrastructure markets and opportunities. As Nebius expands across the Americas, the group is developing the analytical frameworks, governance standards, and decision-making processes needed to evaluate colocation, build-to-suit, powered-land, and other strategic infrastructure opportunities consistently.
Consulting Objectives
The Consultant will advise Nebius on how to:
- Establish a consistent methodology for evaluating potential AI infrastructure markets and sites across the Americas.
- Improve the quality, speed, and consistency of infrastructure-investment decisions.
- Develop an integrated assessment model covering power, network connectivity, land, permitting, construction readiness, commercial terms, and development risk.
- Identify gaps in current site-selection, due-diligence, and transaction-evaluation processes.
- Create repeatable governance standards, evaluation criteria, and decision-support materials for future infrastructure opportunities.
- Improve coordination among the internal functions that contribute to infrastructure-acquisition decisions.
- Develop recommendations that balance deployment speed, scalability, cost, risk, flexibility, and long-term strategic value.
Responsibilities
Current-State Assessment
- Evaluate Nebius’ existing infrastructure site-selection and opportunity-assessment practices.
- Interview relevant stakeholders to understand current decision-making processes, responsibilities, dependencies, and information flows.
- Identify gaps, inconsistencies, delays, and organizational risks within the current site-selection process.
- Assess how market, technical, commercial, financial, legal, energy, network, and development considerations are incorporated into acquisition recommendations.
- Benchmark existing practices against appropriate data-center, digital-infrastructure, and large-scale industrial-development methodologies.
- Present findings and improvement recommendations to Infrastructure Acquisition leadership.
Site-Selection Strategy
- Analyze priority and emerging infrastructure markets across the Americas.
- Develop strategic recommendations concerning the geographic markets Nebius should consider for future AI infrastructure expansion.
- Evaluate market conditions, including power availability, utility constraints, network and fiber availability, land availability, permitting requirements, incentive programs, development timelines, and competitive activity.
- Develop a structured methodology for comparing colocation, build-to-suit, powered-land, and other infrastructure alternatives.
- Advise leadership on the risks, benefits, constraints, and strategic implications associated with potential markets and infrastructure models.
- Prepare market-assessment reports and strategic recommendations for executive consideration.
Evaluation Frameworks and Decision Tools
- Design a standardized site-screening and scoring framework for potential infrastructure opportunities.
- Recommend quantitative and qualitative evaluation criteria covering commercial, financial, technical, legal, energy, network, and development considerations.
- Develop templates for market assessments, opportunity-screening reports, risk registers, executive summaries, and investment-recommendation packages.
- Establish proposed stage-gate criteria for advancing, pausing, or discontinuing the evaluation of an opportunity.
- Recommend procedures for documenting assumptions, risks, dependencies, and unresolved issues.
- Create governance recommendations defining how potential infrastructure opportunities should be reviewed and presented to decision-makers.
Opportunity Assessment
- Apply the proposed methodology to a defined portfolio of potential infrastructure opportunities selected by Nebius.
- Conduct strategic and commercial analyses of those opportunities using information supplied by internal teams and external market participants.
- Evaluate the relative advantages and risks of colocation, build-to-suit, powered-land, and comparable infrastructure structures.
- Prepare objective assessments addressing deployment speed, cost, capacity, scalability, flexibility, connectivity, development risk, and long-term value.
- Identify information gaps and recommend additional diligence before an opportunity is presented for approval.
- Provide written recommendations to Nebius leadership; all decisions to pursue, reject, acquire, lease, or contract for an opportunity will remain with authorized Nebius decision-makers.
Transaction Advisory Services
- Analyze proposed commercial structures and identify material business, financial, development, and execution risks.
- Recommend negotiation objectives, commercial positions, risk-allocation principles, and potential alternatives for consideration by Nebius and its legal advisers.
- Participate in meetings with developers, brokers, utilities, landowners, and infrastructure providers to gather information and provide subject-matter expertise.
- Evaluate whether proposed commercial terms align with Nebius’ strategic objectives and approved evaluation criteria.
- Prepare comparative analyses and recommendations for the Nebius employees responsible for negotiations and approvals.
- Support authorized transaction leaders with analysis; the consultant will not independently bind Nebius, execute agreements, or exercise final negotiating or investment authority.
Cross-Functional Process Improvement
- Evaluate coordination among Infrastructure Acquisition, Legal, Finance, Energy, Engineering, Network, Technical Due Diligence, Project Development, and Delivery.
- Identify unclear responsibilities, duplicated work, process gaps, and potential decision-making bottlenecks.
- Recommend a cross-functional responsibility model for evaluating infrastructure opportunities.
- Develop proposed communication, escalation, documentation, and approval procedures.
- Facilitate working sessions to validate proposed processes and incorporate stakeholder feedback.
- Advise functional leaders on implementing the recommended operating model.
Knowledge Transfer
- Document the recommended site-selection methodology, governance model, evaluation criteria, and supporting procedures.
- Develop practical playbooks, templates, and training materials for Nebius employees.
- Conduct knowledge-transfer sessions for the internal teams that will operate the process after the consulting engagement ends.
- Provide implementation guidance during an agreed transition period.
- Deliver a final assessment summarizing completed work, remaining risks, and recommended next steps.

Nature and Limits of the Position
This position is advisory and temporary in nature. The consultant will not:
- Hold final authority to acquire, lease, or dispose of real property or infrastructure capacity.
- Sign contracts or otherwise legally bind Nebius.
- Make final investment or site-selection decisions.
- Function as Nebius’ permanent head of site selection or infrastructure acquisition.
- Assume routine responsibility for maintaining Nebius’ long-term acquisition pipeline.
- Directly manage or supervise Nebius employees.
- Replace an established permanent operating position.
- Independently perform legal, engineering, financial, or technical services requiring separate professional authorization.
- Operate a business in the United States through which the consultant would, in substance, be self-employed.
Nebius’ authorized executives and functional leaders will retain responsibility for operational execution, negotiations, approvals, contractual commitments, personnel management, and implementation of accepted recommendations.

Success in this consulting engagement will be measured by the consultant’s ability to:
