About the role

This position serves as a senior-level expert responsible for conducting comprehensive studies and evaluations to assess and improve the effectiveness of agency programs, operations, and management processes. It involves applying a wide range of advanced qualitative and quantitative methods to analyze complex issues, identify trends, and propose solutions to enhance program efficiency and effectiveness.

Responsibilities

  • Serve as a senior-level expert responsible for conducting comprehensive studies and evaluations to assess and improve the effectiveness of agency programs, operations, and management processes.
  • Apply a wide range of advanced qualitative and quantitative methods to analyze complex data from multiple sources using both statistical and qualitative methods to identify trends and inform decisions.
  • Design and conduct broad and complex management studies, defining study boundaries and objectives in response to evolving priorities.
  • Develop and implement program evaluation frameworks, identifying meaningful performance indicators, designing data collection methodologies, and applying advanced statistical techniques to evaluate program outcomes.
  • Present findings and recommendations to senior leadership in comprehensive reports, briefings, and presentations, directly influencing strategic decisions and resource allocation.
  • Independently lead strategic planning efforts for an agency program or program segment, including developing multi-year plans, preparing resource allocation strategies, and advising senior leadership on optimizing program operations.
  • Evaluate program accomplishments against established goals and objectives, assesses compliance with agency policies and regulations, and develop recommendations to address gaps or inefficiencies.
  • Evaluate the content of new or modified legislation for projected impact on agency programs and resources.
  • Serve as a senior advisor and authority on program evaluation and management practices, providing guidance to agency leadership and staff on improving program operations.
  • Independently plan, organize, and direct team-based studies that require collaboration across organizational lines, often involving interagency coordination or external stakeholders.
  • Represent the agency in high-level meetings with external stakeholders, including Congressional committees, other federal agencies, and international partners.
  • Mentor junior staff and provides training on advanced analytical techniques, fostering a culture of continuous improvement and professional development.

Requirements

You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.

Qualifications

  • Minimum Qualifications for GS-14: Specialized Experience - Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service, performing 4 or more of the following:
  • Conducting in-depth studies or evaluations that measure how well programs are working and recommending ways to improve them;
  • Analyzing complex data from multiple sources using both statistical and qualitative methods to identify trends and inform decisions;
  • Leading strategic or long-range planning, including setting program goals and advising leadership on how to best use staff and resources;
  • Presenting findings and recommendations to senior leaders through written reports, briefings, and presentations; and
  • Leading team projects across multiple offices or organizations and building agreement among stakeholders to put recommendations into action.
