Summary
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade/Trade Transformation Office/Automated Commercial Environment Division. Locations include Ashburn, VA and Washington, DC. This position starts at a salary of $102,415.00 (GS-12, Step 1) to $158,322.00 (GS-13, Step 10) with promotion potential to $158,322 (GS-13 Step 10).
Duties
- Implementing, coordinating, and overseeing a segment of a CBP acquisition program or supporting acquisitions staff related to acquisition
- Developing, implementing, and monitoring management information systems for the analysis and tracking of program data
- Assisting with developing briefings, presentations, and white papers for use by senior Program Management (PM) and Program Management Office Manager (PMO) or acquisition staff
- Performing analysis/review of CBP acquisition programs, and their related documentation
Qualifications
GS-12 Grade Level: 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Reviewing and analyzing acquisition program activities to ensure compliance with established federal policies, procedures, and applicable regulations, utilizing standard data collection and reporting techniques
- Compiling and updating requirements for acquisition projects by coordinating with team members and stakeholders and assisting in the preparation of supporting documentation for planning and budgeting purposes
- Conducting research and assisting with analytical reviews of acquisition program documentation to identify trends, support process improvements, and contribute to the preparation of status reports
- Applying wide range of qualitative and quantitative methods to assess management and program data to support the acquisition staff
- Monitoring management information systems and acquisition program data to track plans, priorities, milestones, and program status for management decision-making
GS-13 Grade Level: 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Analyzing complex acquisition program data using qualitative and quantitative methods to assess program effectiveness, identify issues, and recommend improvements
- Developing business planning, cost estimating, budget planning, and execution analyses for proposed and approved acquisition initiatives
- Applying federal acquisition policies, procedures, directives, and best practices to support acquisition planning, execution, oversight, and compliance
- Preparing acquisition strategies, procurement requirements, briefings, presentations, white papers, and program documentation for Program Managers or acquisition staff use
- Conducting complex research and assisting with analytical reviews of acquisition program documentation to identify trends, support process improvements, and contribute to the preparation of status reports
Requirements
- You must be a U.S. Citizen to apply for this position
- Males born after 12/31/1959 must be registered with Selective Service
- Primary U.S. residency for at least three of the last five years (exceptions available for qualifying circumstances such as federal civilian/military service abroad, study abroad programs, or contractor/volunteer work supporting the U.S. government)
- You may be required to pass a background investigation
- CBP follows the DHS Drug-Free Workplace Plan for drug testing procedures
- All employees new to the federal government must serve a one year probationary period
- Resume must explicitly indicate how you meet qualification requirements; only resumes up to two pages will be accepted
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/31/2026
- This is a bargaining unit covered position, represented under the National Treasury Employees Union - NTEU
Certifications
- Federal Acquisition Institute (FAI) Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) or the ability to obtain this certification within 18 months of placement is desired
- This position requires FAI Contracting Officer Representative (COR) Level II or Level III depending on the contracts assigned to within 12 months of placement
