Management Analyst
About the role
This position is part of the National Archives and Records Administration, National Personnel Records Center. This position reports to the Team Chief overseeing the support infrastructure. Incumbent supports the Team Chief's mission to ensure the accuracy, efficiency, and effectiveness of actions taken by the members of their team, as well as the preservation and propagation of corporate knowledge, and professional development of subordinate members.
Responsibilities
- Conduct management studies of the various organizational elements of the Center utilizing accepted management principles and theories.
- Develop operating improvements and techniques through use of manual and automated systems, procedures, methods and techniques to assure the most economical and efficient system enabling the successful execution of NPRC's mission.
- Manage production workload through near-real-time monitoring of work composition changes, staff production and workload behavior analysis, and assignment process tuning. Ensure effective data transfers between the Center's internal and external interfaces.
- Schedule and coordinate work, direct use of personnel and is accountable for the effectiveness and accomplishments of all operations to obtain maximum utilization of personnel and equipment, including the development of reports to be used in the measurement and control of output.
Requirements
All candidates who are: Current or former federal employees qualifying as Status Candidates, Federal employees currently serving on a VRA, VEOA eligibles, CTAP/ICTAP eligible, eligible for special hiring authorities (e.g., the Schedule A appointment for persons with disabilities, or covered by an Interchange Agreement), or VRA eligibles , or Land Management employees eligible through Public Law 114-47.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
- Specialized Experience for the GS-11 grade level is defined as one year of experience at the GS-09 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position.
- Specialized experience for this position is defined as experience:
- Analyzing program data to develop efficiency improvements and presenting recommendations to internal and external stakeholders;
- Presenting formal reports and/or oral presentations;
- Participating in or leading a small component of a team, program, or project in technical and non-technical duties.
- OR
- Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate level education leading to such a degree or LL.M. Education must be in a related field.
- OR
- Combination of experience and education. (Only education beyond the first 2 years of graduate study can be used to qualify for this position).
- In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade: For the GS-11, you must have been at the GS-09 level for 52 weeks.
- Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
