About the role

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band C. The position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Operations (OO), Office of Finance, Budget and Acquisitions (OFBA). The OFBA provides leadership and management advisement and oversight for the entire Agency's financial, budgetary and acquisitions programs. The OFBA's mission is to ensure the strategic alignment and stewardship of FDA's resources to support its expanding responsibilities related to budgeting, acquisitions and financial and risk management activities. Responsibilities

Provide leadership and management advisement and oversight for the Agency's financial, budgetary and acquisitions programs. Ensure the strategic alignment and stewardship of FDA's resources to support its expanding responsibilities related to budgeting, acquisitions and financial and risk management activities.

Requirements

• Must meet the following requirements by 11:59 pm EST on 10/19/2026.
• Must be eligible for a career or career-conditional appointment under the stream-lined hiring authority (Title 21 USC 379d-3a).
• Position is based on Title 21 Pay Table 7, Band C.

Qualifications

• Demonstrate in your resume at least six (6) years of qualifying experience in long-term budget or acquisition projects by conducting high-level financial analysis including cost-benefit studies, resource evaluations, and/or time-sensitive assessment of financial management systems to assess program effectiveness, identify inefficiencies, and recommend improvements.
• Experience must be documented; if not part of official series and grade level, provide satisfactory evidence such as a signed memorandum from supervisor or SF-50/SF-52 documenting an official detail or assignment, indicating full-time or part-time percentage.
• Documentation must be included in the employee's official personnel record.
• PHS Commissioned Corps Officers interested in performing the duties of this position within the Commissioned Corps may apply online; they will be referred to (CC) personnel and not as candidates for conversion to a permanent career or career-conditional appointment.
