Management Analyst.
GS-11 and GS-12 positions available.
Responsibilities
- Serves as a liaison between regional management and the OASAM Shared Services units (Office of Human Resources, Procurement, Finance, etc.) regarding regulations, policies, and procedures for:
- Recruitment and placement actions
- Workplace flexibilities, time and attendance
- Employee/labor relations, conduct, performance, reassignments, promotions
- EEO and incentive awards
- Procurement
- Provides technical assistance to Regional Program Officials and Area Directors in establishing and analyzing management objectives to assess and improve program operations.
- Develops procedures and systems to prevent waste, loss, unauthorized use, or misappropriation of assets; implements work measurement programs, reports, self-evaluation, and other management tools.
- Serves as a team member during on-site audits of regional and Area Offices to ensure compliance with personnel and financial guidelines.
- Reviews and analyzes working files, performance elements and standards, and time and attendance records.
GS-12 Additional Responsibilities
- Ensures proper and consistent implementation of policies, procedures, practices, and laws by advising regional staff to maintain compliance.
- Plans, develops, and implements a comprehensive regional management analysis system related to administrative activities.
- Obtains and analyzes data from Department of Labor and OSHA information systems.
- Conducts or directs management surveys and analyses, including:
- Regional and field office policy and procedures
- Organizational structures and delegations of authority
- Operations and work relationships
- Advises management officials on internal and external reviews, staffing needs, recruitment, placement methods, and Federal Personnel policies.
- Serves as the primary point of contact for Workers’ Compensation issues; investigates and reports serious work-related injuries to the Office of Safety and Health and the Office of Worker Compensation Program (OWCP).
- Solves routine and unique problems using management analysis tools and techniques, including special studies to improve management systems and organizational development.
- Assignments become more complex with less supervision as the employee progresses.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience requirements for the Management Analyst position. A full year of work is considered 35-40 hours per week. All experience must include the month and year start/end dates on your resume. Part-time experience will be credited based on actual hours spent in appropriate activities.
GS-11 Qualifications
- 52 weeks of specialized experience equivalent to at least the GS-09 level in the Federal Service. Specialized experience includes:
- Utilizing HR-related and/or procurement systems.
- Assisting managers and support staff with procurement and administrative services.
- Developing program-related tracking using Microsoft Excel and/or Access.
- OR a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
- OR a combination of specialized experience and graduate-level education that provides the required knowledge, skills, and abilities.
GS-12 Qualifications
- 52 weeks of specialized experience equivalent to at least the GS-11 level in the Federal Service. Specialized experience includes:
- Conducting analysis of work processes to evaluate administrative operations.
- Communicating orally and in writing by preparing and presenting information to management officials.
- Participating in administrative planning, policy, or decision-making meetings related to HR functions (e.g., manpower, personnel management, budget).
- Managing administrative functions such as human resource management, financial management, records management, property management, or training administration.
- No substitution of education for experience at the GS-12 level.
Education
If your education was completed at a foreign college or university, you must demonstrate comparability to education received in accredited U.S. institutions and meet applicable minimum coursework requirements.
