About the role
This position is located in the Core Training Operations Directorate (CTO) under the Office of the Associate Director for Training Operations (TOPS) in Artesia, New Mexico. The primary purpose is to serve as a Management Analyst and technical consultant for administrative and management analysis functions throughout the Core Training Operations Directorate.
Responsibilities
- Conduct analysis of complex functions and work processes, making recommendations for improvement in the effectiveness and efficiency of work operations.
- Serve as a key advisor on staffing and resource allocation issues.
- Advise in the preparation of programming and budgetary projections and the accomplishment of program formulation and execution for CTO headquarters and subordinate training divisions.
- Coordinate the preparation, review, and consolidation of annual and multi-year budget estimates for CTO into a consolidated budget request.
- Develop recommendations for programming and budgetary adjustments to support unanticipated changes in program operations and/or funds requiring approval at higher echelons.
- Raise and resolve questions on priority of proposals from operating elements and return budget and/or justification documents for recommended revision.
- Make continuing administrative analysis of programs, activities, and special assignments through review of correspondence, reports, documents, email traffic, and attendance at meetings.
- Apply analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
- Execute budget processes and policies governing budget evaluation and execution, applying that knowledge to practical applications within the directorate.
Requirements

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements.
- Must be a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
- Must possess and maintain a valid state-issued driver's license to conduct official government business.

Qualifications
To qualify for the GS-12 grade level, you must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal government, performing duties such as:
- Conducting analysis of complex functions and work processes, making recommendations for improvement.
- Serving as a key advisor on staffing and resource allocation issues.
- Making continuing administrative analysis of programs and activities.
To qualify for the GS-11 grade level, you must possess one of the following:
- One year of specialized experience equivalent to the GS-09 grade level in Federal service, demonstrating the ability to analyze and measure program effectiveness, develop new procedures, and execute budget processes.
- A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.
- A combination of successfully completed graduate-level education and specialized experience that equals 100% of the total requirement.
Note: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
Time-in-grade: Current General Schedule (GS) federal employees must have served 52 weeks at the next lower grade or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
