About the role

The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.

The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergency Management Analyst vacancies related to the homelessness crisis within our Finance Division. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment as a Management Analyst.

Management Analysts perform a variety of analytical, technical, and/or confidential and sensitive assignments in core functional areas of human resources, contract development and administration, or health programs operations and administration. This is a broad-based, flexibly staffed class where incumbents utilize analytical and technical skills while drawing upon specialized experience, training, or education. Positions may be located in central administrative departments or line departments, typically reporting to a higher-level analyst or supervisor.

Responsibilities

  • Review expenditure activities for services and supplies; prepare and develop Departmental Services Orders (DSOs), Purchase Orders (POs), and Supply Requisitions ensuring expenditures are consistent with the budget.
  • Review and evaluate charges (IFTAs) from servicing departments (e.g., Auditor-Controller, OHR, County Counsel) and ISO on Bob Hope Patriotic Hall maintenance and upkeep.
  • Prepare highly sensitive documents requiring organizational acumen pertaining to fiscal services.
  • Ensure the safety of Petty Cash funds by maintaining, monitoring, and replenishing petty cash as needed; maintain logs and report discrepancies to management.
  • Assist the Departmental Finance Manager in preparing and developing the annual departmental county budget (Proposed, Recommended, Final, Supplemental-Final Adopted) and supporting schedules, including budget status reports, comparisons, justifications, new positions, and program summaries.
  • Prepare Budget Adjustments as needed; track and compile financial Performance Measures.
  • Assist with departmental Closing Net County Cost Variance Reports, State Subvention Annual Reports, Net County Cost, and monitor State subvention fiscal activities, as well as the Military Banner Program (Utility User Tax) and Prop 63 DMH Navigator Program.
  • Assist in the preparation, analysis, review, maintenance, reconciliation, and control of financial records, fiscal revenue, and forecasting.
  • Monitor and analyze department expenditures throughout the fiscal year, including revenue projection and comparison with historical data; prepare eCAPS reports, Internal Control Certification Program, Incidental Expense Quarterly Report, and Report of Monies Owed to Third Parties.
  • Research information by identifying, locating, and extracting relevant data from varied sources (e.g., Internet, library materials, government reports, interviews) to obtain valid and reliable data for analysis and decision-making.
  • Compile information by grouping and categorizing data in tables, spreadsheets, or data files to facilitate analysis.
  • Analyze information using qualitative and quantitative methods to draw fact-based conclusions; identify issues requiring further research and take appropriate action.
  • Develop or recommend policies, programs, or procedures to address problems or improve operations based on research and analysis.
  • Prepare reports, business correspondence, memoranda, and other documents using relevant software to communicate information effectively to various audiences.
  • Interact with vendors, managers, external agencies, and organizations in meetings, presentations, and consultations to share ideas, present solutions, and coordinate activities.
  • Coordinate activities of contractors, consultants, and outside agencies to ensure successful planning, implementation, and evaluation of programs.
  • Monitor processes and programs by gathering and analyzing relevant information to ensure stability and progress.
  • Evaluate program effectiveness by comparing outcomes to goals to determine whether to continue or modify the program.
  • Perform administrative duties such as creating and maintaining files, formatting documents, and processing/routing documents in compliance with Federal, State, County, and departmental policies.

Requirements

You must meet one of the following requirements to be appointed to fill any vacancies related to this recruitment:

  • Option I: A Bachelor's degree from an accredited college or university and two years of experience performing basic to routine analytical assignments involving researching, analyzing, and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas.
  • Option II: A Master's degree or higher from an accredited college or university in a discipline related to core administrative areas such as contract development and administration or human resources; health programs analysis.
  • Option III: Four years of experience performing basic to routine analytical assignments involving researching, analyzing, and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas.

Required experience/education must be fully met by the last day of filing and clearly indicated on the application.

Qualifications

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Physical ability to perform light duties, including occasional light lifting (up to 10 pounds), bending, stooping, or squatting, with considerable ambulation involved.
