We are seeking a Mainframe Architect to support our NYS client, serving as a technical architecture lead for the Integrated Account System (IAS) Modernization project. This role will guide the modernization of legacy tax-processing systems and help establish a new framework for broader DTF Modernization efforts.
Location: Albany, NY (Hybrid)
Duration: 12 Months (with potential for extension)

W2 Hourly Rate: $65-78/hour
Responsibilities
- Guide the technical design and modernization of legacy systems, including technical solutions that replace legacy tax-processing components with strategic platforms.
- Coordinate technical solutions across support groups and development teams, including development activities, integration testing, and real-time changes requested by user groups.
- Design, develop, implement, and maintain tax-processing system components and other complex application changes throughout the System Development Life Cycle (SDLC).
- Support production operations by analyzing issues, proposing and implementing defect resolutions, and performance-tuning new and existing applications.
- Develop technical design documents and program specifications, guide requirements-gathering and system-design activities, and support user testing efforts.
- Code and perform unit and integration testing of programming assignments, including writing and tuning SQL.
- Mentor less experienced technical staff and provide architectural guidance to project teams.
Requirements
- Software Architect at the Expert level with 7+ years of experience; able to provide guidance to large teams and/or demonstrate extensive industry experience at the top of the field.
- 7+ years of experience with a Government Taxation organization, including technical design, development, maintenance, and end-user support of tax or audit systems.
- 7+ years of experience designing choreography/orchestration processes using WebSphere Process Server (WPS), IBM Cloud Pak for Business Automation (CP4BA/BAW), and IBM Cloud Pak for Integration (CP4I).
- 7+ years of experience designing, developing, and managing Business Rules Architecture systems, including Rules Entry UI systems, portable runtime engines deployable in WPS, and decision services using Automation Decision Services (ADS) within IBM CP4BA.
- 7+ years of experience with SOA component development architecture using J2EE technologies including JMS, CTG, IBM EAD4J, JADE, Spring Framework, BPEL, and IBM SCA/SDO Component Architecture, plus development tools including Elastic, Jenkins, GitLab, and JFrog.
- 7+ years of system analysis and design experience for multi-tiered transactional systems, including writing technical documents for multifaceted component-based systems.
- 7+ years of Java programming experience in an IBM development environment using Rational Application Developer (RAD), WebSphere Integration Developer (WID), WebSphere Application Server (WAS), and WebSphere Process Server runtime environments.
- 3+ years of experience using Red Hat OpenShift Cloud Platform and microservices architecture.
- 7+ years of experience with Java Messaging Services using IBM MQ Series and IBM CP4I MQ.
- 7+ years of experience with IBM DB2 data modeling, including creating logical data models and performance-tuning applications that interact with database systems.
Skills
- Experience mentoring less experienced technical staff and providing technical guidance across project teams.
- Strong cross-functional coordination skills across development teams, technical support groups, and user stakeholders.
- Experience guiding requirements-gathering sessions, system-design activities, and user testing efforts on complex modernization initiatives.
