Responsibilities

• Conduct on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys to determine compliance with federal and state health and safety regulations.
• Investigate abuse, neglect, or exploitation in facilities serving individuals with intellectual and developmental disabilities.
• Communicate clearly and accurately with internal and external stakeholders to provide, exchange, or verify information, answer inquiries, or resolve issues or complaints.
• Hold exit conferences with facility staff regarding findings.
• Complete inspection or survey reports detailing deficiencies and narratives to support regulatory findings.
• Verify correction of previously cited regulatory violations by visiting long-term care facilities.
• Perform quality assurance reviews of documents prepared by others, such as publications, assessments, and reports.
• Assist with non-skilled care and oversight to residents in a facility during emergency licensure action.
• Be available for on-call duties for emergencies such as weather events or high-priority situations at providers.
• Testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.

Requirements

• Licensed to practice as a social worker by the Texas State Board of Social Work Examiners.
• Must successfully complete state and federal training and become qualified to conduct surveys independently in the federal intermediate care facility program within the first 12 months of employment.
• Must have reliable transportation.
• All applicants must pass a fingerprint criminal background check and the SEMARC (Search Engine for Background Checks) check.
• Additional checks as applicable may include the NAR (Nurse Aide Registry) and LNFA (Licensed Nursing Facility Administrator) check.
• Must disclose any potential conflicts of interest, secondary employment, volunteer activities, and friends/family who own, operate, or work at regulated providers.

Qualifications

• Experience performing quality assurance monitoring, program review, certification surveys, or investigations.
• Direct experience with individuals with intellectual or developmental disabilities.
• Prefer one year of Qualified Intellectual Disability Professional (casework) experience in an intermediate care facility or social work experience in a long-term care setting working with persons with intellectual disabilities.

Skills

• Knowledge of social work principles and acceptable professional standards of patient care.
• Knowledge of individuals with intellectual or developmental disabilities.
• Skilled in performing social work in quality assurance monitoring, certification, survey, and/or investigation of health facilities.
• Ability to interpret complex regulatory policies, procedures, and regulations.
• Ability to work independently.
• Ability to use the computer for writing reports.
• Ability to exercise professional judgment and reach sound decisions.
• Ability to multi-task and track multiple activities with competing priorities.

Schedule

Flexibility in work hours is required for this position. The job requires up to 80% travel, including statewide travel, overnight, and weekend travel. On-call duties for emergencies or high-priority situations in facilities or at providers may be required.
