About the role

The position is located at the Tomah VA Medical Center in Tomah, WI. It is a Level 3 complexity VHA Facility organizationally aligned under the Engineering Service Line within the Maintenance and Repairs Section.

Responsibilities

• Installs new parts and fabricates repair items such as locking bolts and special screws; fabricates parts necessary to repair locks no longer in production, determining dimensions/specifications and using hand and power tools.
• Attempts to preclude neutralization of items worked on by repairing them to higher than original strength by adding harder steel at critical access points.
• Makes operational tests to assure devices function properly.
• Responsible for training and recurring maintenance and inspection of Key Control Programs for all Key Control Representatives; participates in monthly fire door inspections throughout the Medical Center in accordance with NFPA standards.
• Coordinates work with personnel in other shops or trades; assembles, tests, and evaluates completed locking devices considering desired objectives.
• Removes locks, disassembles, detects worn or damaged parts; lubricates and cleans parts, straightens bent parts, replaces broken parts, reassembles, tests, and reinstalls devices.
• Keys and rekeys locks; maintains blank keys of all known locking devices; cuts keys required for issue and replacement as required; does not maintain extra, precut, or discarded turned-in keys.
• Ensures absolute key control and carefully monitors the key accountability system in use.
• Installs locks in doors, desks, office furniture, safes and other units as required by approved work orders only.
• Maintains materials and full set of tools and equipment; requisitions and stocks all supplies required in performance of duty.
• Develops and maintains a special key hardware system for use in special areas and meets all special requirements for such areas.
• Performs other related duties as assigned.

Qualifications

No specific length of training or experience is required, but applicants must show evidence of training or experience of sufficient scope and quality to perform the work of this position, supported by detailed descriptions on the resume.

Rating follows OPM Federal Wage System Qualification Standards.

Screen‑out element: ability to do the job of a Locksmith without more than normal supervision.

Experience includes paid and unpaid work, volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (professional, philanthropic, religious, spiritual, community, student, social). Volunteer work is credited and helps build critical competencies.

A full year of work is considered 35‑40 hours per week; part‑time experience is credited proportionally. Applicants must clearly indicate the nature of duties, responsibilities, and weekly hours for each position to receive credit.

Physical requirements/working conditions: assignments require standing, stooping, bending, kneeling for prolonged periods and working in cramped and awkward positions; lifting items up to approximately 50 pounds; work normally performed in well‑lighted, heated, ventilated areas; occasional outdoor work in inclement weather or drafty, poorly lighted areas; exposure to cuts, bruises, scrapes, and serious burns.
