About the role

The Oregon Liquor and Cannabis Commission (OLCC) is seeking a Liquor Licensing Manager to lead the Commission’s Liquor Licensing team and contribute to strategic and tactical planning for policy direction and coherence within the division. OLCC oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution, aiming to protect public health and safety while supporting responsible businesses and funding local and state agencies.

This position is based at OLCC’s Milwaukie, OR headquarters; headquarters will relocate to Portland, OR by approximately mid-2027. After an initial training period, the role may be eligible for a flexible hybrid work schedule, though weekly in-office work is required. This is a management service position, not represented by a union, and includes a twelve-month trial service period.

Responsibilities

  • Direct and manage the Commission's liquor licensing specialists statewide in alignment with agency goals and mission.
  • Review, plan, and organize liquor licensing specialists’ workloads, considering work priorities, performance standards, work equity, and responsive service.
  • Prepare budget requests for assigned programs by projecting needed resources and monitor and justify budget inclusions.
  • Evaluate liquor licensing specialists’ work product and practices against agency policies, standards, and processes for timeliness, completeness, clarity, technical accuracy, and proper analysis of facts, laws, and case precedent.
  • Develop, implement, and oversee processes for reviewing license investigation files and supporting documentation to ensure consistent and accurate decisions.
  • Grant licenses as delegated by agency policy, prepare and approve recommendations on non-delegated license decisions, and make recommendations for actions taken by the Commissioners.
  • Analyze, evaluate, and interpret state law pertaining to liquor regulation, and recommend changes or additions to administrative rules, policies, processes, and procedures.
  • Regular and reliable attendance is required to meet the demands of this position.

Requirements

  • Five years of lead work, supervision, or progressively related experience; OR
  • Two years of related experience and a bachelor’s degree in a related field.

Preferred Skills

  • Experience managing large numbers of staff in remote environments within a government agency or similar setting.
  • Experience researching and interpreting complex rules and laws and applying them to operational decisions.
  • Experience establishing performance standards for managed staff and implementing systems to measure performance.
  • Experience in establishing and implementing progressive discipline within union guidelines or standards.
  • Experience in teambuilding, change management, and employee engagement, particularly in a remote environment.
  • Ability to communicate complex information clearly and concisely to internal and external parties at various levels of understanding.
  • Ability to execute directions and decisions to ensure program alignment within a larger agency or organization.

Pay

Salary range: $6,834 – $10,569 per month.
