About the Role
Analytic Services, Inc. (ANSER) is hiring for a Legislative Analyst to work in support of the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense (ODASW(CBRND)). In this key role, you will provide technical reviews, analysis, and support of all chemical and biological defense Congressional-related actions. This position supports a hybrid work schedule with 3-4 days onsite at the Mark Center in Alexandria, VA and 1-2 days remote.
Responsibilities
- Review current Congressional language and budget marks and provide analysis and reports on items of relevance to the Chemical and Biological Defense Program (CBDP) mission area.
- Provide technical support in the development and coordination of ODASW(CBRND) responses to Congressional requests for information.
- Research and prepare ODASW(CBRND) Congressional testimony and questions for the record.
- Develop and coordinate responses, reports, etc. for all ODASW(CBRND) Congressional reporting requirements.
- Coordinate agendas, invitations, minutes, and action item tracking for the CBDP Congressional staffer days.
- Draft CBDP overview briefings for client presentation to Congressional staff members.
- Assist with Congressional Department of War (DoW) Office of the Inspector General (OIG) and General Accountability Office (GAO) actions.
- Provide an annual report summarizing authorization and appropriation actions and trends after the fiscal year Congressional budget cycle is complete and a final appropriations bill is published.
- Support strategic communications including speechwriting for all Congressional engagements.
- Prepare and distribute a Congressional newsletter for the ODASW(CBRND).
Requirements
- Possess an active Secret security clearance.
- Bachelor’s degree in Public Policy, Political Science, International Relations, or other related field. A Master’s degree is equivalent to 3 years of experience.
- 8+ years of work experience within legislative analysis and/or congressional affairs.
- Experience preparing testimony and developing responses to Congressional reporting requirements.
Preferred Qualifications
- Possess an active Top Secret or TS/SCI security clearance.
- 2+ years of Office of the Secretary of War (OSW)-level experience.
- DoW and/or chem/bio defense programs strategic communications background related to Congressional engagements.
- Recent experience with the DoW Correspondence and Task Management System (CATMS).

Pay
Full-Time Salary Range For This Position: $99,300—$144,100 USD
