Salary range: $11,993.00 - $16,096.00 per month. Effective July 1, 2025, a temporary pay reduction applies under the Personal Leave Program (PLP) 2025. New hires start at the minimum salary.
About the role
The Public Advocates Office is the independent consumer advocate within the California Public Utilities Commission (CPUC). We represent residential and small business ratepayer interests in proceedings that set rates, rules, policies, and regulations affecting utility services (electric, gas, water).
Responsibilities
- Represent the Public Advocates Office on multi-state energy market issues, including the transformation of the California Independent System Operator (CAISO) into a Regional Organization.
- Provide legal counsel to agency executives or management on novel or complex legal matters.
- Build stakeholder coalitions and develop consensus among varied stakeholders.
Requirements
- Eligibility for the Attorney IV classification (see examination bulletin for details).
- Knowledge of, or experience with, federal and state energy law and/or regulation, particularly regarding energy markets.
- Submission of a Statement of Qualifications (SOQ) addressing:
- Role, responsibilities, and experience providing legal counsel on complex legal matters.
- Experience building stakeholder coalitions.
- Knowledge of federal/state energy law and regulation.
- Completed State Examination/Employment Application (STD 678) with all relevant experience and education.
- Resume.
- If using foreign education, verification of U.S. course/degree equivalency by the application deadline.
Schedule
Permanent, full-time position with hybrid telework.
