Job Description
The Subcontracts Manager (SCM) is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts leverage the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers.
- Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
Essential Functions
- Supports cross-functional requests and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).
- Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments.
- Reviews technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Negotiates legal documents as required (i.e., NDA, Teaming Agreements, Terms and Conditions, etc.), based on assigned signature authority.
- May prepare PO/Subcontracts compliant packages as required.
Qualifications
- Bachelor’s Degree and minimum 9 years of prior relevant experience.
- Graduate Degree and a minimum of 7 years of prior related experience.
- In lieu of a degree, minimum of 13 years of prior related experience.
- Active TS/SCI with CI Poly clearance.
Preferred Additional Skills
- Proficient with MRP systems.
- Able to effectively communicate with all levels of management and program teams.
- Self-starter and team player.
- Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
- Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
- US Government contract experience.
- Knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.).
- Negotiation skills, subcontractor management and program risk management.
- Proficient working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point Presentations, presentation/communication skills, and MRP/ERP.
Pay
Compensation is commensurate with experience.
Schedule
Employees work 9 out of every 14 days – totaling 80 hours worked, and have every other Friday off.
