Responsibilities
- Acquisition planning, tracking and reporting
- Acquisition process analysis and improvement
- Acquisition package development (e.g., requirements development, market research and market surveys, estimating and pricing, acquisition plans, and source selection)
- Draft, review, and execute contracts, amendments and task orders
- Identify potential legal or financial risks for the portfolio of contracts
- Ensure compliance with federal, state, or local regulations
- Resolve contract disputes during various phases of project development
- Manage contract completion, final payments, and archiving documentation
- Lead, conduct, or participate in market research, sole source and source selection documents
- Review requirement documents with program offices for validation and clarity
- Assess and analyze price and cost proposals
- Prepare draft solicitation documents, manage the solicitation process, and publish solicitations
- Develop requirements documents for construction and A&E services
- Manage A&E services, equipment procurement, or other contracts during construction
- Analyze contract requirements and provide support for subcontracts
- Draft complex contractual instruments and correspondence
- Communicate contract policy and practice to internal business teams
- Negotiate complex technical and fee proposals
- Manage contract changes and disputes
Requirements
- Bachelor’s Degree
- At least 12 years of experience in contracts administration and/or management
- At least 5 years of experience overseeing large construction contracts (greater than $50M) with multiple subcontractors and stakeholders
- U.S. citizenship
- Successful drug screening
- Strong understanding of contract law, professional services procurement, and construction/A&E industry standards
- Experience with large (greater than $250M) complex projects incorporating multiple contract types and disciplines with tight deadlines and limited requirements definition
- Professional Engineer license or certification in contract management
- Ability to negotiate complex technical and fee proposals
- Excellent interpersonal skills to manage relationships with consultants and internal stakeholders
- Ability to manage multiple, large-scale projects
