About the Role

The Portfolio Planner/Manager serves as a key planning and integration specialist, responsible for executing the directorate's strategic plan across the Fiscal Year Defense Program (FYDP). Works under the guidance of the I&P Chief to perform detailed analysis, synchronize Science & Technology (S&T) portfolios, and ensure programmatic efforts are aligned with mission priorities. This position focuses on the tactical implementation of the strategic vision, contributing to long-range programming and ensuring all planning activities are coherent and directly support national, Department of War (DoW), and Department of the Air Force (DAF) objectives.

Major Duties

• Strategic Planning and Integration for assigned portfolio(s): Leads the planning and business development efforts required to implement the Director's strategic intent. Develops integrated, long-range plans (FYDP+) that align infrastructure, workforce, budget, and technical requirements. Serves as the primary interface with the I&P Chief to support higher-level Planning, Programming, and Budgeting activities. Develops and communicates division requirements through roadmaps and charts and maintains the official R&D Master List.
• Programming & Budget Cycle Management For Assigned Portfolio(s): Develops Program Objective Memorandum (POM) recommendations and manages the division's official programming positions. Leads the creation of the annual "buy plan" and guides the business team to ensure alignment with leadership guidance. Serves as the Division's Congressional Liaison, developing inputs for staffer days, coordinating responses to taskers, and leading spend plans for congressional additions.
• Execution & Collaboration For Assigned Portfolio(s): Communicates the division's planning perspective to guide and support activities within the execution year. Collaborates with cost and project management (PM) teams to refine project requirements and cost estimates. Supports financial and programmatic reviews, prioritizes contracting actions, and facilitates resource-sharing agreements across divisions.

Required Qualifications

• US Citizenship
• Ability to obtain and maintain at least a Secret security clearance. Some positions may require the ability to obtain a Top-Secret clearance
• At least one (1) year of specialized experience at the next lower grade:
  • For DR-02: At least one (1) year of specialized experience at the DR-01 or GS-11 grade level (or equivalent in other pay systems) in strategic planning, program management, or technical execution
  • For DR-03: At least one (1) year of specialized experience at the DR-02 or GS-13 grade level (or equivalent in other pay systems) leading S&T portfolios, executing budget cycles (POM/PPBE), or managing multi-disciplinary teams
• This position may be filled under multiple occupational series. Applicants are required to meet all OPM Qualification Standard requirements for the applicable occupational series and grade

Desired Qualifications

• Experience with strategic planning and integration, including aligning S&T portfolios with the FYDP and DAF/DoW objectives
• Demonstrated knowledge of the Programming, Planning, Budgeting, and Execution (PPBE) process, specifically with POM development and budget execution
• Strong collaboration and communication skills, with experience interfacing with senior leadership (e.g., Division Chief Engineers, Division Technical Advisors, and I&P Chiefs) and cost/project management teams
• Experience serving as a Congressional Liaison or coordinating responses to formal administrative/technical taskings
• Ability to develop and communicate complex requirements using roadmaps, charts, and R&D master lists
• Bachelor's or Master's Degree in an appropriate career field (e.g., Operations Research, Engineering, Business Administration, or related discipline)
• Completion of Intermediate Developmental Education and/or Senior Developmental Education
