The Paid Leave program is a new initiative launched January 1, 2026, providing partial wage replacement to Minnesota workers who are out of work due to qualifying conditions such as a serious health condition, caring for a family member, or welcoming a new child. About the Role
The Lead Learning Consultant leads the planning and implementation of comprehensive workforce development learning for the Paid Leave Program. This role provides independent learning consultation and operational support to team members and management, advising on complex learning needs and shaping program-wide learning curriculum. The Lead Learning Consultant may oversee larger or specialized learning curriculums for all employees or specific programs and facilitate technical, supervisory, or management learning.
Responsibilities
- Learning Consultation: Lead workforce and leadership development strategies, consult with leaders on learning needs, manage cross-functional projects to boost team readiness, establish learning rules and procedures, and guide a team that designs and delivers training programs.
- Design, Develop, and Deliver Learning Solutions: Design multi-modal training programs, manage project timelines, and lead leadership development at all levels for the Paid Leave Program.
- Learning Operations: Manage daily learning operations, maintain training content libraries, and use data analytics to promote and improve educational programs.
This position is based in the St. Paul office and is telework eligible. Staff are provided with the tools and equipment to succeed in a virtual work environment. The telework policy may change based on business needs.
Qualifications
Applicants must meet the following minimum qualifications. Only those whose resumes clearly demonstrate fulfillment of each will be considered:
- Three (3) years of experience designing and delivering learning solutions. A Bachelor’s degree in Human Resources, Public or Business Administration, Education, or a closely related field may substitute for one (1) year of experience.
Applicants meeting the minimum qualifications will be further evaluated on:
- Experience applying adult learning theory and instructional design principles.
- Experience consulting with leadership and subject matter experts to identify learning needs and recommend solutions.
- Experience designing, developing, and delivering accessible learning solutions using a variety of tools across multiple modalities.
- Experience collecting and analyzing learning data to identify trends and measure performance.
