Lead Java Developer

About the Role

As a Lead Java Developer with Amazon Web Services at Minnesota IT Services (MNIT) and the Minnesota Department of Health (MDH), you will lead large and complex application development and support efforts for the division. You will collaborate with agency senior management to analyze business processes, design automation procedures to improve efficiency, and evaluate financial impacts. This may include generating cost-benefit analyses and estimates to support management decisions on design, development, and deployment.

This position requires working onsite at 625 Robert St. N, St. Paul, MN at least 50% of the time, with limited telework availability. Telework eligibility depends on your residence:

• Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
• Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
• Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Responsibilities

• Lead the development and support of large, complex applications for the division.
• Analyze business processes and design automation procedures to enhance agency efficiency.
• Evaluate financial impacts and generate cost-benefit analyses and estimates for management decision-making.
• Design and develop applications using Java and related frameworks, with a strong understanding of web application security and common attack vectors.
• Implement solutions using cloud technologies such as AWS or Azure.
• Apply Agile software development methodologies.
• Work with SQL and ORM technologies.
• Utilize DevOps concepts and CI/CD tools.
• Deliver effective verbal and written communication to facilitate mutual understanding.
• Demonstrate customer service skills, including active listening, empathy, and problem-solving.

Requirements

This position requires a minimum of five (5) years of IT-related experience in designing, developing, testing, and implementing web applications. Required experience includes:

• Designing and developing applications using Java and related frameworks.
• Implementing solutions in cloud technologies (e.g., AWS or Azure).
• Agile software development methodology.
• Working with SQL and ORM technologies.
• DevOps concepts leveraging CI/CD tools.
• Strong understanding of web application security and common attack vectors.
• Customer service skills, including active listening, empathy, and problem-solving.

Qualifications

Education in Information Technology (IT) or a related field may substitute for experience as follows:

• A master’s degree may substitute for eighteen (18) months of experience.
• A bachelor’s degree may substitute for one (1) year of experience.
• An associate’s degree may substitute for six (6) months of experience.
