Duties
- Utilize authoritative knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems.
- Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
- Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria.
- Manage and maintain full visibility over all Request for Personnel Action (RPAs) from cradle to grave, and provide advice/assistance in all stages of the recruitment process.
- Give advice, counsel, or instruction to employees on both work and administrative matters.
- Participate in the preparation of regularly scheduled production reports.
- Develop and present technical briefings to staff and others.
Requirements
- Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
Qualifications

- Specialized Experience: One year of specialized experience which includes utilizing civilian human resource (HR) laws, regulations, policies, and procedures to resolve recruitment/staffing issues; providing full recruitment lifecycle civilian HR services to customers to include providing advisory services, completing job analysis, completing qualifications analysis, and coding or processing personnel actions; utilizing automated systems to complete HR-related tasks; and providing technical guidance, assistance, advice, or training to other employees regarding civilian HR recruitment/staffing topics.
- Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
