Lead Federal Fiscal Administrator ADMINISTRATOR III SUPERVISOR
Introduction
The Maryland Department of Human Services (DHS) is seeking a Title IV-E Fiscal & Compliance Administrator. This role is located in the Social Services Administration/Title IV-E Compliance & Eligibility Unit - Budget at 25 S. Charles Street, Baltimore, MD 21202.
Main Purpose of Job
The primary purpose of the Title IV-E Fiscal & Compliance Administrator is to manage, track, and ensure compliance with Title IV-E funding related to foster care, adoption, guardianship, and prevention services. The role involves managing all financial aspects of Title IV-E funding, including monthly, quarterly, and annual reporting.
Position Duties
- Ensures all expenditures charged to Title IV-E meet federal eligibility requirements and assists with timely and accurate submission of claims.
- Affirms every expenditure aligns with federal guidelines for Title IV-E programs.
- Maintains comprehensive and accurate documentation and develops internal controls for financial and programmatic data.
- Submits Title IV-E claims within specified deadlines, compiling eligible expenditures and categorizing them according to federal guidelines.
- Proactively identifies and addresses potential areas of non-compliance, conducts internal reviews, and ensures necessary documentation is readily available.
- Tracks expenditure patterns, identifies trends, and provides insights into the financial health of the Title IV-E program. Responds to requests for program/financial information and documentation supporting DHS's Title IV-E program and claims in all audits and reviews.
Minimum Qualifications
- Graduation from an accredited high school or possession of a high school equivalency certificate.
- Six years of administrative staff or professional work experience.
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Desired or Preferred Qualifications
- One year of experience managing, tracking, or ensuring compliance with federal or state grant funding for human services allocations or child welfare funding streams.
- One year of experience preparing complex financial reports and monitoring fiscal accountability.
- One year of experience using Enterprise Resource Planning (ERP) financial software (e.g., FMIS, RSTARS) or automated child welfare eligibility and tracking systems.
- One year of experience serving in a supervisory capacity or as a lead worker.
