Job Purpose
Responsible for leading, assembling, and managing estimates, budget controls, and risk assessments during the preconstruction phase for all scopes and disciplines of work. Develop relationships with Vendors and Trade Partners to maximize efficiency and project success.
Essential Duties
- Work with the VP-Preconstruction Services/Director of Preconstruction to establish a bid team with assignments.
- Scheduling pre-bid requirements.
- Managing the bid solicitation process.
- Cookordination and management of project-specific MBE/WBE requirements.
- Reading and interpreting Drawings and Project Specifications.
- Creating the Timberline estimate for the input of items by the bid team.
- Identifying project risk and potential impacts.
- Attending Pre-bid meetings.
- Reviewing General Conditions, site logistics, schedule, & scope of work.
- Thoroughly reviewing project plans and specifications and coordinating with teams for complete scope.
- Performing multi-level estimating techniques on alternative bid delivery systems.
- Managing Bid Form requirements and assembling final costs.
- Preparing comprehensive quantity takeoffs and associated costs utilizing labor, material, and equipment cost breakdowns.
- Analyzing and securing costs for project-specified items with appropriate subcontractors and vendors.
- Preparation of the pre-bid construction schedule.
- Organizing and participating in Drawing / Estimate Reviews.
- Designating a bid runner.
- Analyzing alternative means and methods to determine the best value for the project.
- Aiding in the direction of bid day requirements.
- Developing bid package scopes of work and required bid documents with assistance from the Project Manager and Build Team.
- Defining and managing the post-bid analysis/scope review process and assisting with subcontractor selections.
- Cookordination and assisting with project hand-off meetings.
- Participating in Pre-Construction services type work such as budgeting, design meetings, and value engineering services.
- Assisting and participating in presentations with clients.
- Visiting project sites to determine construction methods.
- Building and maintaining relationships with key subcontractors, suppliers, and clients.
- Managing the collection and archiving of cost history, as well as the maintenance of the Estimating Software Database.
- Evaluating industry cost trends.
- Reviewing, training, and managing work prepared by Project Estimators.
Reporting Relationships
- The position reports to the Director of Preconstruction.
- The position indirectly reports to the Vice President of Preconstruction Services and Regional Leaders.
- Indirectly reporting to this position are Project Estimator, Estimator, Preconstruction Coordinator, Co-op/Intern, Project Manager, Project Superintendent, and Project Engineer.

Education And Experience
- Bachelor’s degree or equivalent experience in Civil or Mechanical Engineering or Construction Management.
- 5 or more years of estimating experience in the construction industry.
Language Skills
- Ability to read, analyze, and interpret complex documents.
- Ability to write routine reports and correspondence.
- Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
Computer Skills
- Proficiency with office equipment, computers, and various PC software programs.
- Knowledge of estimating software.
Other Skills
- Well-organized, self-motivated, and able to proficiently perform duties with little supervisory guidance.
Other Requirements
- Valid driver’s license with clean driving record.
- Motor Vehicle report required.
