Overview
An Electrical Commissioning Manager / Senior CxA (Medium & High Voltage) is a specialized leader responsible for overseeing the safe installation, pre-commissioning, and full energization of critical substation, switchgear, and utility infrastructure. This role transitions from a standard building systems agent into an operational leader who coordinates specialized installation and testing groups while enforcing rigid high-voltage safety and maintenance standards.
Responsibilities
- Factory Witness Testing (FWT): Travel internationally to vendor manufacturing facilities to lead and execute the first level of primary equipment verification, ensuring factory build quality matches the design.
- Group Coordination & Oversight: Supervise site installation crews and specialized electrical commissioning groups to manage a seamless transition from construction to live energization.
- Safety Rules Enforcement: Act as or direct the Senior Authorized Person (SAP) or Authorized Person (AP) to establish strict High Voltage Safety Rules, switching orders, Lockout/Tagout (LOTO), and Work Permit programs.
- Testing Program Management: Oversee Level 1 through Level 5 commissioning phases for medium and high-voltage equipment, including transformers, MV/HV switchgear, GIS, and protective relays.
- Inter-Agency Liaison: Coordinate technical dependencies directly with engineering procurement construction (EPC) firms, local utility companies, and regional regulatory authorities.
- Relay & Fault Diagnostics: Lead the troubleshooting of grid/substation abnormalities by reviewing COMTRADE files, checking protection secondary injections, and adjusting circuit settings.
- Documentation Approval: Audit, review, and formally approve complex vendor test plans, Factory Acceptance Testing (FAT), and Site Acceptance Testing (SAT) results.
Qualifications
- Travel Flexibility: Ability and willingness to travel overseas for international Factory Witness Testing (FWT) deployments, often on short notice.
- Education: Bachelor of Science in Electrical Engineering (BSEE) focused on Power Systems.
- Experience: 8+ years in utility-scale solar, hyperscale data centers, or heavy industrial MV/HV power substations.
- Standards Expertise: Complete knowledge of NFPA 70B (Standard for Electrical Equipment Maintenance), NFPA 70E (Electrical Safety in the Workplace), and applicable IEEE power standards.
- Certifications: Valid passport for global travel, AP/SAP qualification, or professional electrical engineering licenses/certifications preferred but not required.
