Major Responsibilities
- Prepares cost data and analysis for the overall program.
- Provides guidance, training and coaching to junior and mid-grade cost engineers with multiple backgrounds and experience.
- Prepares specific budgets in accordance with prescribed standards and procedures.
- Carefully prepares and coordinate monthly invoices and cost reports.
- Develops and implement requirements for cost recording, reporting, and analyzing standards, programs, and reports.
- Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.
- Interfaces with designated customer management for specific cost presentations.
- Sums up and presents cost engineering principles that reach appropriate conclusions and implement cost containment plans.
- Organizes, reconciles and participates in the recommendation of team actions for closeout of large to mid-size subcontracts, interfacing with Accounting/Finance, Subcontracts and Cost/Project Controls data.
- Reviews project work activities to ensure support of project milestones.
- Collaborates with designated customer management for specific cost presentations.
Required Knowledge And Skills
- Statistical knowledge of regression analysis of variance estimation and correlation, with an advanced understanding of how to apply real-world applications of statistical theory.
- Skilled in providing direction, personnel administration, and training of technical and non-technical personnel.
- Demonstrated skill in identifying, analyzing, and solving problems.
- Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
- Knowledge of current industry and technical developments.
- Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation).
- Ability to analyze measurement systems to identify bias, repeatability, and stability issues.
Education And Experience Requirements
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
- Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office.
- Experience and demonstrated skill in establishing criteria for Project Controls activities.
- Experience on a large lump sum, EPC, projects in a lead cost capacity or deputy lead cost role.
