Lead COOP SME - TT&E

As the Lead COOP SME - TT&E, you will design, execute, and evaluate enterprise-wide Test, Training, and Exercise (TT&E) programs that validate Continuity of Operations (COOP) plans, Emergency Management procedures, and Disaster Recovery Plans. You will integrate continuity planning, emergency management, disaster recovery, and mission-assurance principles to ensure personnel readiness, system resilience, and organizational survivability during all-hazard disruptions.
This position requires full-time onsite work at the Pentagon in the DC Metro area. An active Secret clearance is required to start, with eligibility to obtain a Top Secret clearance.
Responsibilities
- Design and conduct TT&E events, including tabletop exercises, functional tests, full-scale recovery exercises, and relocation drills.
- Ensure compliance with applicable Executive Orders, Federal Continuity Directives, DoWI 3020.26, and NIST SP 800-34.
- Evaluate Emergency Management readiness through scenario-based exercises aligned with NIMS/ICS doctrine.
- Develop and maintain the J6 continuity, emergency management, and disaster-recovery training and testing programs; coordinate and schedule COOP, EM, enterprise DRP, and JNOSC readiness exercises.
- Feed all exercise outcomes into the J6/ITSCM Corrective Action Program (CAP) for mitigation and process improvement, and track after-action items throughout the CAP lifecycle.
- Develop and moderate mid/senior-level COOP and Continuity of Government (COG) tabletop exercises and advise senior leadership on continuity readiness and recovery resilience.
- Validate COOP plans by testing Mission Essential Functions (MEFs), Essential Supporting Activities (ESAs), reconstitution procedures, and continuity communications, coordinating with mission and system owners.
- Test Disaster Recovery Plans to confirm critical systems, data, and infrastructure can be restored within required Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs).
- Assist in planning J6 participation in National-Level Exercises and DoW/OSD, CJCS, DISA COOP, and COG exercises.
- Produce After-Action Reports (AARs) and improvement plans; train personnel on continuity and recovery roles; and provide meeting minutes and ITSCM updates.
Requirements
- Experience in continuity operations and planning within an IT environment of comparable complexity and size.
- Experience working with customers to identify and understand Mission Essential Functions (MEFs) for their organization.
- Expert knowledge of DoW and Government COOP policy and plans.
- Ability to determine high-level functional and technical requirements through interaction with the user community and knowledge of comparably scoped IT environments.
- Experience implementing software, hardware, and communications solutions.
- Experience utilizing and maintaining high-level system designs, including architectural design documents, diagrams, project plans, and milestones.
- Strong working knowledge of current server technology, including cloud computing, blade servers, unified communications, and virtualization.
- Experience with Windows environments on Server 2019/2022 and Windows 11 operating systems of comparable size and scope.
- Experience designing and moderating TT&E events (tabletop, functional, full-scale, and relocation drills) aligned with FCD, NIST SP 800-34, and NIMS/ICS doctrine, and managing outcomes through a Corrective Action Program.
Qualifications
- Bachelor of Science in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; or five (5) recent years of documented experience relevant to the position.
- DoW 8570.01-M / DoW 8140 (IAT/IAM as applicable) certification in place before the start of the order.
- U.S. Citizenship.
- Active Secret clearance (minimum); eligibility for Top Secret/SCI as required by supported systems and facilities.
