Job Summary
The Lead Civil Engineer - Networks (PNY – Powering New York) is responsible for high voltage, medium voltage, and low voltage transmission and distribution substation designs for all operating companies in Avangrid Networks. The position focuses on high and medium voltage transmission projects in NYSEG and RGE service territories.
Key Responsibilities
- Capital project engineering performance including all phases such as scoping and budgeting, conceptual engineering, contract management and design, engineering design, construction, and closeout.
- Leading and creating new conceptual designs and overseeing the work of external detailed designers.
- Performing field circuit reviews based on the projects scope provided and identifying proposed improvements.
- Proactively identifying and performing special projects and studies that innovatively solve unique and complex problems with broad impact to the business.
- Solving unique and complex engineering problems. Identifying innovative solutions.
- Developing and validating information needed for engineering analyses and applying engineering judgment to solve technical problems.
- Ensuring all engineering designs meet applicable company, local, state, and national codes and standards.
- Representing the company on regional and national committees when needed.
- Utilizing knowledge to influence and guide department engineers.
- Mentoring, developing, and supporting team in technical skills.
- Collaborating across departments as a technical subject matter expert liaison while directing contractors on company policy, standards, and best practices.
- Working independently with little supervision.
Required Qualifications
- Bachelor’s degree in civil or electrical engineering and 7+ years of experience in projects delivery or another related field.
- Relevant network construction and operational experience, including field inspections.
- Theoretical Engineering knowledge - Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization).
- Practical engineering experience/application - Planning, Operations and Engineering Design, Construction, (e.g., field experience, standardization, perform economic analyses of engineering alternatives, develop business cases and defend in front of stakeholders).
- Able to adequately document and interpret engineering documentation.
- Able to review and approve engineering work done by others - to ensure compliance with company standards, specifications, and contract requirements.
- Knowledge of Regulatory and Compliance Environment - Local, State and Federal Regulatory Standards and requirements.
Preferred Qualifications
- Professional Engineering License.
- Excellent diagnostic and problem-solving skills to decipher unique technical and analytical problems.
- Proven ability to lead and manage projects.
- Strong communication and interpersonal skills to articulate highly technical concepts.
- Strong management and leadership skills, ability to drive change and adoption of new technologies.
- Knowledge of the regulatory environment, including relevant output and incentive mechanisms.
- General contract, commercial and regulatory awareness with the ability to balance effective and efficient customer service and project delivery, ensuring maximum return on investment.
- Track record of effective stakeholder and customer service engagement and management.
- Able to communicate and present information effectively at all levels.
- Able to manage competing priorities using sound engineering and financial judgment to determine optimal solutions.
- Awareness and understanding of key business drivers.
- Able to devise solutions to both common and complex problems/challenges.
- Knowledge of engineering standards and specifications up to 345kV.

- Unique Technical Skills (at least two must be expert): Foundation Design - Expert/Competent, Physical Substation Design, Overhead Transmission Line Layout - Expert/Competent, Surveying - Expert/Competent, Transmission Equipment Specifications - Expert/Competent, Underground Transmission Line Design - Expert/Competent, Experience in engineering including electric substation maintenance and field engineering work – Competent.
