About the Role

Lead Zenius business analysis and discovery activities and serve as the day-to-day coordinator for Zenius workstreams in a cost-optimized delivery model. The role translates TxDOT Aviation business needs into validated process, data, integration, training, and support inputs for the Fluxx-led implementation.

Responsibilities

  • Plan and facilitate discovery workshops with TxDOT Aviation stakeholders across airports, planning, grants, contracts, engineering, finance, compliance, and related functions.
  • Document current-state and future-state business processes, including end-to-end workflows, roles, approvals, handoffs, business rules, exceptions, and pain points.
  • Develop and maintain Business Process Flow Diagrams, workshop notes, decision logs, action logs, and traceability between business needs and solution configuration decisions.
  • Gather and document business requirements supporting grant, contract, solicitation, award, amendment, payment, compliance, reporting, and closeout processes.
  • Coordinate with Fluxx functional and technical leads to clarify requirements, validate proposed workflows, and identify configuration trade-offs without assuming ownership of product configuration.
  • Lead business-side discovery for integration and data migration needs and contribute to the Integration Requirements Document and Data Migration Assessment.
  • Coordinate Zenius workstreams, dependencies, and status inputs with the Fluxx Project Manager; escalate risks, decisions, and cross-stream issues promptly.
  • Support UAT planning, training preparation, data validation, hypercare readiness, and change adoption activities as the primary business analysis liaison.
  • Ensure documentation is clear, accessible, review-ready, and understandable by both technical and non-technical stakeholders.

Requirements

Minimum Qualifications

  • Bachelor's degree in business, information systems, public administration, engineering, or a related field, or equivalent professional experience.
  • At least 5 years of business analysis, process improvement, or digital transformation experience; at least 3 years within the past 5 years supporting comparable software implementations.
  • Experience facilitating multi-stakeholder discovery workshops and documenting complex workflows.
  • Experience supporting grants management, contract management, public-sector programs, transportation, aviation, or similarly regulated business processes.
  • Demonstrated ability to work with SaaS implementation teams and translate business needs into actionable configuration inputs.
  • Strong written, verbal, facilitation, and stakeholder management skills.

Preferred Qualifications

  • CBAP, CCBA, PMI-PBA, Lean Six Sigma, BPMN, or comparable certification.
  • Experience with Fluxx, Intelligrants/Agate IGX, or another grants management platform.
  • Experience developing requirements traceability and supporting UAT, migration validation, training, or organizational change activities.

  • Fluxx configuration teams receive complete and actionable business inputs.
  • Zenius workstreams remain aligned without a separate Engagement Manager role.

Working Relationships

Reports operationally through the Zenius delivery organization and works day to day with the Fluxx Project Manager, TxDOT project leadership, TxDOT subject matter experts, and other Fluxx and Zenius workstream leads. The role must follow the agreed communication, governance, escalation, confidentiality, and security processes for the engagement.
