Language Specialist

This position is a Language Specialist at the GG-12 grade level responsible for performing full translations, summaries, and abstracts in one or more foreign languages, cultures, or geographical areas.

Responsibilities

• Maintain liaison with personnel in assigned and related fields, such as those in other intelligence agencies, to discuss mutual translation and production efforts.
• Utilize specific governing directives from SIGINT and other intelligence support functionalities to apply principles as appropriate.
• Participate in inter-agency and intra-agency meetings and conferences as required.
• Identify information gaps, specify collection requirements to fill gaps, and translate the intelligence collected in response to those requirements.
• Represent the organizational segment on panels and committees where your knowledge and experience are judged necessary.
• Develop linguistic aids, tools, and methodologies to be used by other translators.
• Use judgment in interpreting and adapting guidelines such as policies, regulations, precedents, and work directions for application to specific cases or problems.
• Review translations prepared by other agencies for technical accuracy and logical treatment and interpretation of information, making comments and recommendations, including changes and modifications for translation reports.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• Must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This position requires a periodic polygraph examination.
• This position may require a two-year DCIPS trial period.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

• Applicants must show certification of Spanish language proficiency at the Defense Language Proficiency Test (DLPT) level 3 or other equivalent Interagency Language Roundtable (ILR) level 3 in both listening and reading proficiency (Limited Working Proficiency level).
• Resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service. Specialized experience must include:
  • Developing linguistic aids, tools, and methodologies to be used by other translators.
  • Using judgment in interpreting and adapting guidelines for application to specific cases or problems.
  • Reviewing translations prepared by other agencies for technical accuracy and logical treatment and interpretation of information.

You must meet the qualification requirement using experience alone; substitution of education for experience is not permitted at this grade level.
