Job Description and Duties

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 1, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by three percent and will receive five PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes.

About the Role

This position is located in Labor Relations, Performance Management, and Staff Development. Staff in this program are responsible for promoting harmonious labor relations between CCHCS, its employees, and employee organizations; providing management/supervisors with the tools and resources necessary to carry out the state’s progressive disciplinary process; and delivering effective and innovative training to further employees’ professional growth.

Responsibilities

  • Conduct research and provide consultation and guidance to the Department on union-related issues.
  • Serve as a representative of the Department in various settings.
  • Promote harmonious labor relations between CCHCS, its employees, and employee organizations.
  • Provide management/supervisors with the tools and resources necessary to carry out the state’s progressive disciplinary process.
  • Deliver effective and innovative training to further employees’ professional growth.

Requirements

  • Under the general direction of the Labor Relations Manager I, the Labor Relations Specialist performs specialized work in the field of public labor relations.
  • Must have a bachelor's degree in labor relations, human resources, business administration, or a related field.
  • At least two years of progressively responsible experience in labor relations, human resources, or a related field.
  • Experience working with unions and collective bargaining agreements.
  • Knowledge of labor laws and regulations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to analyze and resolve complex problems.
  • Ability to manage multiple tasks and projects simultaneously.

Qualifications

  • Must be a U.S. citizen or permanent resident alien.
  • Must be able to pass a background check.
  • Must be able to pass a drug test.

Skills

  • Strong interpersonal skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Proficiency in Microsoft Office Suite.

Pay

The starting salary range for this position is $60,000 - $80,000 annually, depending on qualifications and experience.

Schedule

The schedule for this position is Monday through Friday, 8:00 AM to 4:30 PM.
