About the role

Under general supervision, coordinates the day-to-day operation of the AHS employer-employee labor relations program by performing a wide variety of technical, analytical, and administrative clerical activities and other related work as requested.

Responsibilities

  • Support negotiations team during reduction in force meetings, bid shift, meet & confer meetings, etc.
  • Act as a key resource to managers, employees, union representatives, and Counsel in various aspects of labor relations policies/procedures, MOU language interpretation, etc.; answer questions that involve searching for and abstracting data and detailed explanation of laws, policies, or procedures.
  • Assemble and send lay-off packets to union and employees.
  • Author correspondence related to Requests for Information, Union Notices, etc.
  • Compile information in support of labor negotiations, contract administration, and grievances.
  • Coordinate all Skelly Hearings, assign Skelly officer, attend all Skelly Hearings, and serve as note-taker at all Skelly Hearings.
  • Coordinate, implement, and act as Project lead on a variety of Labor Relations related projects and initiatives; provide operational and procedural support to the Director of Labor Relations and Labor Relations Consultants by coordinating and assisting with day-to-day Labor Relations operations.
  • Coordinate, prepare, and submit Purchase Orders, Invoices, and Expense Reimbursements to Accounts Payable for payment; track, investigate, and resolve billing/payment discrepancies; handle paperwork for accounts payable.
  • Create and maintain excellent records, electronic and physical documents, including but not limited to: bargaining record (proposals, notes, and correspondence) and the grievance database.
  • Handle confidential information including actions to be taken on sensitive matters and relieve Director of certain administrative functions by independently performing administrative support tasks and researching problems; refer matters to appropriate staff when appropriate.
  • In conjunction with the Education Department, coordinate training on newly negotiated MOU; prepare materials for the training and assist in the preparation of the presentation.
  • Maintain Labor Relations intranet and intranet sites; monitor information on AHS’s intranet website, including current MOUs and Labor Relations team contact information.
  • Prepare complex spreadsheets that compare contract provisions across all Collective Bargaining Agreements.
  • Project manage labor negotiations, which includes but is not limited to: preparing team contact lists, tracking proposals, and scheduling meeting dates and locations.
  • Research employees’ information and generate reports in preparation for negotiations, grievances, investigations, disciplines, arbitrations, terminations, litigation, etc.
  • Serve as department on-boarding partner.
  • Serve as note-taker in negotiations.
  • Perform other related duties as assigned.

Requirements

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities as well as possession of any required licenses or certifications is qualifying.

Qualifications

  • Required Education: Associate's Degree or higher.
  • Required Experience: Five (5) years of administrative experience with two (2) years in Employee/Labor Relations.
  • Preferred Experience: Experience in an HR hospital setting, supporting Employee/Labor Relations.

Pay

Pay Range: $37.09 - $61.81 / Hour

The pay range for this position reflects the base pay scale for the role at Alameda Health System. Final compensation will be determined based on several factors, including but not limited to a candidate’s experience, education, skills, licensure and certifications, departmental equity, applicable collective bargaining agreements, and the operational needs of the organization.
