Labor and Employee Relations

Serves as a resource on labor and employee relations matters involving workplace disputes, employee concerns, grievances, and conflict resolution by evaluating complex matters and providing management and Human Resources professionals with recommendations regarding appropriate courses of action to promote consistent, equitable, and impartial labor and employee relations practices.

Investigation Coordination

Leads a team of investigators by assigning work, monitoring performance, and ensuring timely completion of investigations to support the effective handling of employee and labor relations matters.

Dispute Resolution

Facilitates or coordinates mediation, dispute resolution, and other informal resolution processes when appropriate and identifies opportunities to address workplace concerns at the appropriate level before matters escalate.

Consultation Agent Program

  • Manages the administration and coordination of the County's Consultation Agent program by providing guidance on program requirements, representation, eligibility, designation, training, and communications, while maintaining required program records and participant information to support program consistency, effectiveness, confidentiality, and compliance under the Texas Public Information Act and Texas Government Code Section 552.024.

Policy Interpretation

Provides guidance on Human Resources, labor relations, grievance, representation, and employee relations policies by reviewing workplace matters and applicable requirements, supporting the development and revision of policies and procedures, and monitoring changes in employment laws and regulations, including Texas Local Government Code Chapters 160 and 617, to promote consistent application and procedural compliance.

Training Support

  • Develops and delivers training, guidance, and educational resources on Consultation Policy, grievance procedures, employee representation, dispute resolution, and related policies to support Human Resources staff, departmental representatives, employees, and management.

Program Management

  • Maintains records and tracking systems for grievances, Consultation Agent activities, dispute resolution, and labor relations matters and analyzes case activity, outcomes, recurring workplace concerns, and program effectiveness to identify trends and recommend process, policy, training, or organizational improvements while supporting leadership with special projects and strategic initiatives involving labor and employee relations.

Employees are responsible for executing the duties and responsibilities listed above, as well as any other duties as assigned. Some positions may require employees to work before, during, or after an emergency or disaster, at the department's discretion.

Requirements

  • Education and Experience: Bachelor's degree in Human Resources Management, Labor Relations, Business Administration, Public Administration, Organizational Development, or a related field. Five (5) years of responsible professional experience in labor relations, employee relations, Human Resources, grievance administration, dispute resolution, or closely related experience, including Three (3) years of management experience.
  • Knowledge, Skills, and Abilities: Knowledge of labor relations principles, including grievance administration, consultation or other employee representation programs, and Human Resources practices. Knowledge of Texas public-sector labor relations, including Local Government Code Chapters 160 and 617, employment laws and regulations, policy interpretation, and procedural compliance. Skills in organization and case management, with the ability to manage multiple matters and deadlines simultaneously. Skills in mediation, facilitation, conflict resolution, and problem-solving. Skills in written and verbal communication. Ability to analyze complex workplace issues and recommend practical and defensible solutions. Ability to exercise discretion and maintain confidentiality when handling sensitive employee matters. Ability to prepare clear, concise, and professional correspondence, reports, findings, and recommendations.

General Information

  • Position Type and Typical Hours of Work: Regular Full-time Monday - Friday | 8:00 AM to 5:00 PM. Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
  • Salary: Depends on Qualifications Based on 26 Pay Periods Plus, benefits Work Environment, Physical and Mental Demands: The work is performed in an office environment with routine use of standard office equipment, including computers, phones, scanners, and filing cabinets, to perform the essential functions of the position. This position requires sedentary work, including sitting, with the ability to use manual dexterity and perform repetitive motions. The physical demands described here are representative of those that must be met to perform the essential functions of this job successfully. The work requires high levels of concentration and attention to detail, moderate levels of creativity and innovation, moderate levels of work-related stress, and high levels of memory and information retention to perform the essential functions of the position.

Employment

  • May be contingent on passing a drug screen and meeting other standards.
