Labor Relations Consultant IV
About the Role
This individual contributor role focuses on negotiating, implementing, and administering collective bargaining and labor agreements, as well as conducting union relations activities and initiatives under guidance. The position supports the development and implementation of regional and national labor relations strategy and manages the resolution of grievances.
Responsibilities

- Completes work assignments and supports business-specific projects by applying subject-matter expertise; coordinating resources; solving complex problems; and recognizing improvement opportunities.
- Conducts union relations activities and initiatives by collaborating with union officials; serving as a point of contact to union representatives; creating reports and strategies; designing committees; developing methods for addressing joint interests; implementing labor relations plans; and conducting impact bargaining.
- Negotiates, implements, and administers collective bargaining and labor agreements by ensuring alignment with regional and business unit objectives; preparing information for management; reviewing compliance; conducting wage and economic forecasting; developing contractual language and costing reports; analyzing proposals; and managing labor job actions (e.g., work stoppages, picketing).
- Supports the development and implementation of regional and national labor relations strategy by accounting for federal and state laws (e.g., National Labor Relations Act); ensuring alignment of strategies; providing labor relations consultation; and collaborating with HR and business leadership.
- Manages and resolves grievances by engaging in dispute resolution; minimizing liability; consulting with stakeholders; evaluating contractual violations; and recommending remedies.
Requirements
- Bachelor’s degree in Human Resources, Business, Social/Behavioral Science, Education, Public Administration, Liberal Arts, Law, or a related field and a minimum of five (5) years of experience in human resources, business operations, consulting, legal, or a related field, including at least three (3) years of labor relations experience in a unionized environment.
- Additional equivalent work experience may substitute for the degree requirement.
- Advanced degrees in the listed fields may substitute for years of experience.
Preferred Qualifications
- Two (2) years of experience administering labor grievance and arbitration procedures, including dispute resolution.
- One (1) year of experience as a chief negotiator of labor agreements.

Schedule
- Full-time (40 hours per week).
- Shift: Day (Monday–Friday, 8:30 AM–5:00 PM).
- Work setting: Flexible (worker location must align with Kaiser Permanente’s Authorized States policy).
- Travel: Yes, up to 15% of the time.
Pay
Pay range: $131,300 – $169,840 per year. Kaiser Permanente strives to offer a market-competitive total rewards package and is committed to pay equity and transparency. Actual base pay determined at offer will be based on labor market data, internal alignment, and a candidate’s relevant work experience, education, certifications, skills, and geographic location.

Primary location: Hyattsville, Maryland (New Carrollton Administration).
