This position encompasses the scopes of practice of clinical laboratory technologists, cytotechnologists, and histotechnologists, in accordance with Article 165 of the New York State Education Law and Title 10 of the New York State Public Health Law. The role involves performing clinical laboratory work of varying difficulty and may include supervising major program initiatives or activities.

Responsibilities

• Supervise, direct, train, assign work to, establish schedules for, and evaluate the performance of personnel in a large laboratory or multiple small laboratories.
• Perform tests and complex procedures in laboratory specialties and subspecialties, including biochemical, plankton, zooplankton, and other species analyses in water pollution control laboratories.
• Perform routine clinical laboratory tests and procedures for diagnosis and treatment, including processing specimens, isolating and identifying microorganisms, and preparing slides and smears.
• Operate and maintain laboratory equipment, perform quality control procedures, and participate in internal and external quality control and proficiency testing programs.
• Prepare and standardize laboratory media, reagents, and controls; maintain adequate supplies and records.
• Prepare reports, charts, logs, and other records on a daily, weekly, or monthly basis.
• Assist with complex analyses on laboratory specimens and participate in non-routine testing for research programs.
• Maintain internal and external quality control and proficiency testing programs as required by regulatory agencies.
• Assist in on-the-job or classroom training of subordinates, new personnel, and others.
• Review and evaluate the work of subordinates, taking corrective action as needed.
• Order and maintain laboratory supplies and equipment; prepare work orders for repairs.
• Develop and revise laboratory policies and procedures; design and maintain records.
• Testify in court or other proceedings as an expert witness.
• Plan and conduct training sessions for laboratory personnel in various techniques.
• Oversee quality control programs and participate in governmental proficiency test programs.
• Prepare laboratory samples for proficiency testing and follow up with inspections and critiques.
• Visit laboratories to ensure compliance with regulations and devise corrective action plans.
• Perform complex tests on specimens and record results; answer inquiries regarding specialty areas.
• Assist in preparing annual budget requests and interview applicants for laboratory positions.
• Provide liaison between laboratory staff and administrative policymakers.

Requirements

• Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the New York State Education Department (NYSED).
• For appointment to higher levels (IV and V), candidates must meet additional qualification requirements of a laboratory supervisor as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.

Qualifying experience is not limited to New York State. Candidates licensed solely as cytotechnologists or histotechnologists may only supervise work in disciplines appropriate to their license. Clinical laboratory technologists may supervise work in all laboratory disciplines.
