Position Overview
The Knowledge Manager Analyst is a mid-level analyst providing analytical and specialized support to senior and executive management within the Joint Data Support (JDS) Division at OSD-CAPE. Supporting Task Order 2 of the OSD JDS IDIQ — Knowledge and Content Management Support Services — this position serves as a primary liaison between administration and various support functions, executing complex assignments with a high degree of judgment, initiative, and discretion.

Location
- National Capital Region (Pentagon, Washington, DC / Mark Center, Alexandria, VA).
- Limited teleworking available in coordination with the COR; a government-furnished secure laptop will be provided for remote access to DoD networks.
Clearance Required
- Active Secret clearance required at minimum;
- Top Secret/SCI eligibility required for certain task areas.

Position Responsibilities
- Administrative Support & Business Process Management
- Cook up organizational calendars, project tracking, and conference schedules for JDS and AWG.
- Support management body meetings by establishing agendas, scheduling conference rooms, maintaining access control during conferences, communicating information to members, preparing and delivering briefing materials, and tracking completion of action items.
- Facilitate and present at meetings, seminars, symposia, workshops, and working group meetings, including preparation of read-ahead materials and production of meeting minutes and post-forum reports.
- Coordinate Video Teleconference (VTC) requirements and handle visit access requests.
- Collaborate with programmers and AWG/JDS leadership on website design, development, maintenance, and improvement.
- Develop production timelines, collaboration frameworks, and data management processes for study activities and products.
- Work with AWG leadership to build and oversee annual budgets, maintaining data on financial activities to ensure appropriated funding is executed as expected.
- Knowledge & Content Management
- Conduct annual comprehensive analyses of existing knowledge management practices and tools to identify gaps, requirements, and constraints (e.g., classification, format, data quality).
- Design and document standardized processes for capturing, validating, and sharing analytic results, institutional knowledge, and best practices across the AWG, the broader DoD analytic community, and relevant stakeholders.
- Develop, implement, and manage centralized systems for assigning, tracking, and monitoring tasks related to analysis and data collection.
- Maintain and improve secure, user-friendly websites serving as central portals for JDS information and AWG administration and analytic products.
- Serve as the primary point of contact for submission of data, academic studies, and analytic products from partner organizations; execute formal review processes to assess quality and relevance of submitted content.
- Publish approved content to appropriate websites, databases, or collaboration platforms in a timely manner; perform quarterly reviews to ensure currency, accuracy, and proper categorization.
- Disseminate high-priority knowledge across the analytic community by linking repositories, websites, and expertise — leveraging digital and human signals to create targeted dissemination methods.
- Create user manuals, develop training materials, and conduct workshops to ensure stakeholders can effectively use knowledge management tools and processes.
- Collect, compile, and analyze customer feedback monthly to improve service quality and overall satisfaction.
- Executive Support
- Make administrative decisions and take action on behalf of executive leadership based on thorough knowledge of the organization, its policies, and its personnel.
- Exercise judgment, initiative, diplomacy, and tact; maintain strict confidentiality across all matters, including signing a Non-Disclosure Agreement upon award.
- Perform ad-hoc efforts as requested by AWG and JDS leadership on timelines mutually agreed upon with the Government.
Qualifications
- Bachelor’s degree required.
- Minimum of four (4) years of knowledge/content management and administrative experience in at least two (2) of the following areas:
- Administrative Support: Executive customer service, scheduling, project management, relationship building, and communication.
- Content Management: Content creation/curation, strategic writing/communication, copywriting, marketing, and DoD access control.
- Knowledge Management: Change management, data analysis/management, large-scale content curation/management, and DoD business/content processes.
Skills
- Demonstrated expertise in Structured Query Language (SQL).
- Familiarity with the Microsoft Office suite and SharePoint or equivalent collaboration platforms.
Requirements
- Must obtain and maintain a Pentagon and Mark Center building pass and a Common Access Card (CAC) prior to commencing work.
- Must sign a Non-Disclosure Agreement and Contractor Conflict of Interest Form within five (5) working days of task order award.
- Must be available during core office hours of 0900–1500 ET, Monday through Friday.
- Must identify as a contractor in all interactions with Government personnel and ensure all work products are suitably marked as contractor-produced.
- Ability to handle and safeguard data at SECRET classification levels; Top Secret/SCI eligibility required for certain task areas.
