Knowledge for Action in Prevention & Preparedness (KAPP)
What does it finance?
The KAPP calls for proposals aim to identify projects that contribute to strengthening the cooperation among UCPM countries and between the UCPM and third parties in preventing natural and human-induced disasters, as well as enhancing institutional preparedness and individual capacity initiatives.
Which authorities are responsible for this instrument?
DIRECTorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) is responsible for the KAPP calls.
What kind of funding does it provide?
The EU co-financing rate is 90% of the project budget, with a maximum EU contribution of EUR 1 000 000 for any project (minimum EUR 400 000 per prevention and preparedness project co-financed; for full-scale exercises, the minimum grant is EUR 500 000). Projects are funded for a duration of maximum 24 months. Costs may include personnel, travel and subsistence, subcontracting and purchase costs, and depreciation costs for equipment. VAT is not eligible under these calls.

Who are these calls for?
The KAPP calls are open for applications of consortia formed by legal public or private entities - for instance, civil protection and disaster risk management authorities, NGOs, universities, research organisations, etc - established in one of the eligible countries.

Proposals must be submitted via the Commission's Funding & Tender Opportunities portal within the deadline specified in the calls’ documents.
