Journeyman Telecommunications Equipment Installer and Repairer (Telecom/Cisco/Mobile Devices Focus)

About the Role

A skilled, hands-on technician responsible for the physical installation, configuration, and maintenance of the organization's communication endpoint devices, including VoIP phones, mobile devices, and associated cabling infrastructure.

Responsibilities

  • VoIP Phone Installation And Maintenance
    • Physically install, configure, and test Cisco VoIP (hard client) phones for new users or office relocations.
    • Perform "moves, adds, and changes" (MACs) for the telephony system, including updating user profiles in the call manager system under direction from senior staff.
    • Troubleshoot and resolve hardware-related phone issues, such as failed handsets, power issues, or physical connectivity problems.
    • Assist users with basic phone features and the setup of soft client applications (e.g., Cisco Jabber) on their computers.
  • Mobile Device Management
    • Set up, configure, and issue Government-furnished mobile devices (e.g., iPhones, iPads) to authorized users.
    • Enroll devices into the Mobile Device Management (MDM) solution and ensure all security policies are correctly applied.
    • Provide direct technical support to users for mobile device issues, including initial setup, connectivity problems, and hardware malfunctions.
    • Maintain an accurate inventory of all issued mobile devices, tracking assignments and returns.
  • Infrastructure And Cabling Support
    • Install, terminate, and test low-voltage structured cabling (e.g., Cat5e/Cat6) for voice and data network connections.
    • Trace and identify network cable paths from the user workspace back to the telecommunications closet.
    • Perform basic cross-connects and patch panel management in telecommunications closets to activate new network ports.
    • Troubleshoot and repair physical network connectivity issues related to cabling, wall jacks, and patch cords.
  • Repair And Logistics
    • Diagnose and perform basic repairs on telecommunications equipment.
    • Coordinate with vendors for warranty repairs or the return of defective equipment (RMAs).
    • Maintain a stock of common replacement parts and installation materials (e.g., cables, connectors, handsets).

Requirements

  • Education
    • A High School Diploma or equivalent is required.
    • An Associate's degree or technical certification in Telecommunications or Electronics is preferred.
  • Experience
    • A minimum of three (3) to five (5) years of hands-on experience as a telecommunications technician, cable installer, or similar role.
    • At least two (2) years of this experience must include working with Cisco VoIP phones and supporting mobile devices in an enterprise environment.
  • Certifications
    • Baseline: Must possess a current CompTIA Security+ CE certification (or higher) to meet DoD 8140 requirements for IAT Level II.
    • Desired: Relevant industry certifications such as CompTIA A+ or Network+, BICSI Installer 1 (INST1).
  • Security Clearance
    • Must be able to obtain and maintain a DoD Security Clearance.

Skills

  • Proficiency in installing and troubleshooting Cisco IP phones.
  • Experience with mobile device configuration (iOS preferred) and MDM software.
  • Hands-on skill with installing, terminating, and testing structured cabling (copper).
  • Ability to use cable testing tools (e.g., cable toners, continuity testers).
  • Strong problem-solving skills for diagnosing hardware and physical connectivity issues.
  • Excellent customer service and communication skills.
