About the role

St. Michael’s is hiring a Journeyman Financial Management Analyst to support a Department of War (DoW) client. The role involves providing high-level compliance and risk management oversight, serving as an advisor and evaluator for the travel program. Key responsibilities include conducting internal assessments, Staff Assistance Visits (SAVs), and compliance inspections across the SOF Enterprise.

Responsibilities

  • Assist in the conduct of travel program inspections, investigations, Staff Assistance Visits (SAVs), and internal control reviews to identify program gaps and establish corrective programs.
  • Support DoW Audit activities, DoW Payment Integrity and Improper Payment Program reviews, and Command Risk Management and Internal Control (RMIC) activities.
  • Aid in the development of command-level policy, procedures, and processes to support compliance, including command policy memorandums, briefs, standard operating procedures, regulations, directives, and training materials.
  • Provide expert technical guidance, advice, and assistance to HQs and Enterprise Component Travel Program Managers, including developing and conducting initial and sustainment training.

Requirements

  • Active Top-Secret Clearance (with ability to obtain SCI).
  • Advisory & Evaluator Mindset: Experience evaluating travel program processes and recommending systemic improvements.
  • Natural Researcher & Analyst: Proven ability to perform deep regulatory research, identify compliance gaps, and help establish corrective programs.
  • Audit & Review Background: 5 or more years of experience conducting compliance audits, program reviews, or quality assurance assessments specifically within DoW travel programs (inclusive of DTS and GTCC).
  • Exceptional Technical Writer: Draft clear Command-level policy memorandums, brief decks, information papers, and SOPs from scratch.

  • Experience in DoW travel programs (inclusive of DTS and GTCC).
  • Knowledge of relevant policies, procedures, and regulations.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.

  • Deep regulatory research and compliance gap identification.
  • Technical writing and drafting of policy documents.
  • Expertise in audit and review methodologies.
  • Ability to develop and implement compliance and control initiatives.
