Position Summary

The Joint Training Requirements Specialist (JTRS) Subject Matter Expert will provide specialized joint training, readiness, exercise planning, assessment, and advisory support to National Guard Joint Force Headquarters (JFHQs), National Guard Bureau (NGB) organizations, and other supported organizations. The West/Pacific Regional JTRS SME will serve as the primary technical resource for assigned JFHQs throughout the Western and Pacific region. The position will provide onsite and remote support involving the Joint Training System (JTS), Joint Training Plans (JTP), Joint Event Life Cycle (JELC), Defense Readiness Reporting System (DRRS), Joint Lessons Learned processes, and associated joint training systems. Because of the geographic size and dispersed nature of the region, the JTRS SME must possess exceptional planning, coordination, independent-work, and travel-management capabilities.

Regional Joint Training Support

  • Serve as the primary JTRS technical resource for assigned Western and Pacific JFHQs.
  • Maintain continuous engagement with assigned JFHQ Joint Training personnel.
  • Provide onsite and remote technical assistance based upon NGB priorities and approved field requirements.
  • Plan regional support activities to maximize geographic efficiency and minimize unnecessary travel.
  • Coordinate closely with the Program Manager and National/Senior JTRS SME for requirements involving extended travel, simultaneous events, or surge support.
  • Maintain regional awareness of training and readiness considerations involving geographically specific domestic operations threats and mission requirements.

Joint Training System Integration

  • Provide SME-level assistance involving all four phases of the Joint Training System: Requirements, Planning, Execution, and Assessment.
  • Apply current CJCSI 3500-series guidance and applicable National Guard policies.
  • Assist JFHQs with Mission Training Assessments and JMET/J/AMETL development.
  • Develop, review, and update Joint Training Plans.
  • Develop training objectives and Training Performance Assessments.
  • Support Joint Event Life Cycle development.
  • Assist with DRRS and Joint Training Database of Record activities.
  • Review JFHQ Joint Training Plans for doctrinal accuracy and alignment with CJCS and NGB guidance.

Exercise and JELC Support

  • Support joint training events and exercises as an Observer, Controller, Trainer, when required.
  • Participate in Concept Development, Initial Planning, Mid-Planning, and Final Planning meetings.
  • Support exercise objectives, scenario development, MSEL development, and exercise documentation.
  • Assist JFHQ personnel with entering planning milestones into applicable Joint Training systems.
  • Document training observations, recommendations, and lessons learned.
  • Support the development and maintenance of exercise event templates.

Training and Workshops

  • Conduct Joint Training System training and regional workshops.
  • Provide instruction and expert guidance involving JTS Phases I-IV, DRRS, Joint Training Database systems, JELC, JMETL/J/AMETL, JTP development, and Joint Lessons Learned processes.
  • Conduct small-group workshops involving senior leadership and Joint Staff personnel.
  • Develop customized training plans addressing identified JFHQ capability gaps.
  • Prepare training materials and provide post-training assessments.

Technical Products and Reporting

  • Prepare accurate and timely Trip Reports, Executive Summaries, Training Observations, assessments, briefings, and training plans.
  • Maintain regional event and support-visit information for incorporation into the national one-year event calendar.
  • Maintain regional JFHQ contact information and training metrics.
  • Provide regional accomplishments, upcoming activities, concerns, recommendations, and travel information for monthly program reporting.
  • Support customer survey distribution and lessons-learned reporting.

Requirements

  • Demonstrated professional experience with all four phases of the Joint Training System.
  • Experience developing and/or implementing Joint Training Plans.
  • Experience conducting joint training, exercises, assessments, and/or readiness activities.
  • Experience instructing workshops or training sessions for military personnel and senior leaders.
  • Knowledge of Mission Training Assessments and Training Proficiency/Performance Assessments.
  • Working knowledge of DRRS, Joint Training Database systems, Joint Lessons Learned systems, and JELC processes.
  • Knowledge of applicable CJCS joint training doctrine and guidance.
  • Strong written communication, briefing, facilitation, and analytical skills.
  • Ability to independently support multiple geographically dispersed organizations.
  • Ability to travel extensively throughout the Western/Pacific region and CONUS.
  • Active Secret security clearance.

Preferred Qualifications

  • Previous National Guard Bureau or JFHQ-State experience.
  • Previous Joint Staff, Combatant Command, Service Component, or joint headquarters experience.
  • Experience serving as an Observer, Controller, Trainer.
  • Experience supporting joint training requirements across geographically dispersed organizations.
  • Advanced experience with DRRS, JELC, Joint Training Database systems, JLLIS, and related DoD systems.

Work Environment

This position supports geographically dispersed organizations and may be performed remotely when authorized. Significant regional travel may be required, including travel to Western states and Pacific locations based upon Government requirements. Personnel must maintain responsiveness to their assigned region and comply with applicable security, cybersecurity, OPSEC, CUI, Government information-system, and installation-access requirements.
