Jobs Plus Director

Boston Housing Authority · Boston, MA · 1 mo ago
OTHR$90k–$100k/yrContract
We need to output HTML fragment with sections: About the role? Actually the posting includes "General Description: ABOUT THE JOB:" which is a description. We'll treat that as "About the role" maybe. Also there are "Duties & Responsibilities" and "Minimum Qualifications & Experience:" and "Bha Benefits". Also there is "Salary Range" and "Unit: Exempt Department: Innovation and Economic Opportunity Grade: 14 (4 Year Contract with Benefits)" etc. We need to include Pay section if salary range present. Yes salary range given: $90,000.00 - $100,000.00. So we need a Pay section. Schedule? Not given explicitly besides "standard business hours, at least one evening per week and attendance at special events as needed. This is a full time in person position." That's schedule info. So we can include Schedule section with that description. Benefits section present: "BHA’s generous benefits package includes ...". So Benefits section. We must not repeat job title as heading. No Job ID etc. Remove boilerplate: Application Procedure, Equal Opportunity, etc. Also remove "About Us" maybe? It's not required but could be considered boilerplate? It's descriptive about organization; maybe we can keep as part of "About the role"? But instructions: remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. "About Us" is not exactly boilerplate but could be considered organizational description; but we might keep it as part of "About the role" or separate? The instruction: "Prefer a few substantive sections over many thin ones." So we could combine About Us into About the role or maybe omit if not directly about the job. The posting includes "General Description: ABOUT THE JOB:" then description. Then later "About Us". I'd keep About Us as part of "About the role" maybe not needed. But we can include a section "About the role" with the description from General Description. Then "Responsibilities" from Duties & Responsibilities. Then "Requirements" or "Qualifications" from Minimum Qualifications & Experience. Then "Benefits". Then "Pay". Then "Schedule". Ensure we only include sections with real content. We must use

for section headings. Use
  • for any list of duties/requirements/benefits. Use

for prose. We need to preserve ALL substantive information; do not invent or summarize away detail. So we need to keep all details from duties, qualifications, benefits, pay, schedule. We must not repeat job title as heading. So no heading for the job title. We must not put Job ID/requisition numbers as headings; fold minor metadata into short

or drop it. There's "Unit: Exempt Department: Innovation and Economic Opportunity Grade: 14 (4 Year Contract with Benefits) Salary Range: $90,000.00 - $100,000.00 Posting Date: Friday, September 18, 2026 Application Deadline: Friday, October 2, 2026". This is metadata. We should not make headings for these; we can incorporate into a short

maybe under a section? But we already have Pay section for salary range. The other metadata (Unit, Department, Grade, contract length, posting date, deadline) could be placed in a short paragraph maybe under a section like "About the role" or separate? The instruction: "Do NOT put Job ID / requisition numbers as headings — fold minor metadata into a short

or drop it." So we can include a short

with that info, maybe before sections. But we must not create a heading for it. So we can just output a

containing that metadata (excluding salary range which we will put in Pay). However we need to preserve ALL substantive information; posting date and deadline are substantive? They might be considered metadata but still info. We'll include them in a short paragraph. We must not include application instructions (like "Please submit a cover letter..."). We must not include EEO boilerplate. We must not include "About Us" maybe? It's not boilerplate but could be considered organizational description; but we might keep it as part of "About the role" or separate? The instruction says remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. "About Us" is not those. So we could keep it. But we prefer few substantive sections; we could incorporate it into About the role. Thus final HTML:

Unit: Exempt Department: Innovation and Economic Opportunity Grade: 14 (4 Year Contract with Benefits) Posting Date: Friday, September 18, 2026 Application Deadline: Friday, October 2, 2026

    About the role

Under the supervision of the Chief of Innovation and Economic Opportunity, the Jobs Plus Director will lead all aspects of BHA's Boston Opportunity Hubs initiative — a $3.7 million, HUD-funded Jobs Plus program serving residents at the Ruth Barkley, Alice Taylor, and Franklin Field public housing developments. The Jobs Plus Director is responsible for the day-to-day operations of the Boston Opportunity Hub job center at Ruth Barkley, supervision of Career and Financial Coaches (CFCs) and Community Coaches across all three sites, employer engagement and job development, administration of the Jobs Plus Rent Incentive, and all grant reporting to HUD. The Director will also coordinate with BHA's Charlestown Adult Education Center and the Mildred Hailey Boston Opportunity Hub for Workforce and Re-entry, expanding BHA's citywide network of economic opportunity programming. The primary office is located at the Ruth Barkley development in Boston's South End; the Director will initially spend one day per week at the Alice Taylor and Franklin Field satellite sites. This position requires standard business hours, at least one evening per week and attendance at special events as needed. This is a full time in person position.

Boston Housing Authority (BHA) fosters sustainable communities by providing quality affordable housing, bringing stability, opportunity, and peace of mind to thousands of low and moderate-income families across Greater Boston and the City of Boston as a whole. As the largest provider of affordable housing in Boston, one of the most expensive cities in the country, BHA understands housing as a crucial platform for individual, household, and community stability. Through our public housing communities and rental assistance programs, BHA provides housing assistance and services to more than 62,000 low and moderate-income households, including families with children, older adults, and individuals with disabilities. As a housing authority, we recognize the historical role that residential segregation has played in the City of Boston. In all aspects of our operations, internally and externally, BHA is committed to breaking down the barriers to justice in housing and related fields that disproportionately impact the communities we serve.

    • Directs all operations of the Boston Opportunity Hub job center at Ruth Barkley, serving as the program's primary leader and point of contact for residents, partners, and HUD

    • Organizes outreach to every eligible resident, job fairs, employer information sessions, and on-site hiring events at BHA developments; generates monthly employer success stories
    • Develops and continuously improves a six-week job readiness curriculum aligned with current employer demand, covering resume assistance, interview skills, soft skills, career exploration, and financial coaching
    • Ensures program operates as a MassHire Access Point within the ABCD/MassHire One Stop Career Center system, connecting residents to American Job Center services
    • Oversees the development of Individual Training and Services Plans (ITSPs) for all program enrollees in coordination with CFCs
    • Connects residents to appropriate program track: GED/education pathways (via the Charlestown Adult Education Center), job skills training for unemployed residents, or upskilling for currently employed residents
    • Coordinates resident referrals to CORI expungement services (Greater Boston Legal Services), on-site childcare providers, driver's license program, transit passes, and other barrier-reduction supports
    • Administers the Jobs Plus Rent Incentive for up to 680 enrolled households in coordination with the Chief of Financial Operations and Information Systems; monitors enrollment and expenditure through BHA's Elite system and a real-time Jobs Plus dashboard to be developed as part of the grant

    • Manages all program data by tracking participant engagement, training completion, job placement, wage growth, and employment retention across all sites
    • Prepares and submits quarterly outcome and financial reports to HUD; presents program dashboards to the Advisory Committee quarterly
    • Monitors partner performance using internal tracking data and recruits new employer or training partners as service gaps are identified
    • Coordinates with the Boston Tax Help Coalition to operate a free tax preparation site at the Ruth Barkley job center (also available to residents at the other sites)
    • Performs other related duties as required
