Job Analysis Specialist - Contract Position
About the role
The Job Analysis and Classification Consultant will serve as an independent, objective third-party consultant responsible for evaluating positions within the Harris County Sheriff's Office (HCSO) as part of the Classification Review Process. The consultant shall apply recognized job analysis and compensation methodologies to ensure classification recommendations are accurate, equitable, and professionally supported.
Responsibilities
- Conduct objective and comprehensive job analyses of positions submitted for classification review.
- Evaluate the duties, responsibilities, reporting relationships, scope of work, and organizational impact of assigned positions.
- Collect and analyze information through document review, interviews, Position Description Questionnaires (PDQs), and workplace observations.
- Apply accepted classification and compensation principles to determine the appropriate classification of positions.
- Conduct market benchmarking and compensation comparisons with comparable public-sector organizations.
- Prepare written reports documenting findings, methodology, and classification recommendations.
- Present findings and recommendations to the HCSO Classification Review Committee.
- Provide technical guidance regarding job analysis methodology throughout the review process.
- Maintain impartiality, confidentiality, and professional integrity throughout all phases of the project.
- Complete assignments within established project schedules while maintaining high-quality work products.
Qualifications
- Minimum 5 years of experience in job analysis, classification, or compensation consulting in the public sector.
- Demonstrated experience with law enforcement, public safety, or government agency classifications preferred.
- Professional certification preferred: Certified Compensation Professional (CCP), Professional in Human Resources (PHR/SPHR), or equivalent.
- Demonstrated ability to operate as an independent, unbiased third party in a complex organizational environment.

- Presentation materials for the HCSO Classification Review Committee.
- Supervisor training (approximately two sessions).
- Final summary report at the completion of Phase Two.
Preferences
- Familiarity with Harris County compensation frameworks or countywide classification systems.
Schedule
This is a contract position. Days and hours are typically Monday through Friday, 8:00 a.m. to 4:00 p.m. Hours may vary based on the department's business needs. Normal office environment with acceptable lighting, temperature, and air conditioning.
Note: This is a full-time, temporary position without benefits. A maximum of 40 hours per week.
