Java Developer

About the role

This position will be in support of the NYS Tax Modernization Program, which encompasses multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance (responsible for billions in state revenue). Major areas include Collections and Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing. The role is located in Albany, New York, is a 30‑month onsite engagement with the NY State Information Technology Services (ITS).

Responsibilities

• Obtain business requirements to develop automated applications which meet business priorities.
• Provide programming duties for tax related applications.
• Develop and mentor staff using various technologies including J2EE, Spring, JSON, JavaScript and JDBC.
• Develop and review detailed documentation for system and program change requirement including detail specifications documents.
• Assist and provide guidance through all phases of the project management life cycle.
• Develop unit test plans based on coding changes and user specifications.
• Conduct unit testing and debugging of all code changes in the development environment.
• Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
• Assist team members using distributed technologies including Java, DB2, XML and XQuery.
• Ensure that staff members are properly trained and mentored.
• Provide support, as needed, for defects and issue resolution.
• Ensure that defects and issues are addressed promptly based on priority.
• Facilitate and participate in meetings with ITS and DTF customers.
• Communicate both verbally and in writing, with DTF management and users, ITS management, and team members.

Requirements

• 10+ years experience involved with all facets of the software development process, including research, design, programming, testing and implementation of computer software.
• 60 months experience with J2EE technologies including JDBC, JSP and XML.
• 60 months experience developing, building, and testing Java EE applications using modern IDEs, such as Eclipse, NetBeans, or IntelliJ.
• 60 months experience using J2EE frameworks such as Spring or Struts and Application Servers such as Tomcat, JBoss, WebSphere or WebLogic.
• 60 months experience writing SQL statements for relational databases.
• 60 months of experience in system analysis and design of software architecture that splits data processing, business rules, and user interfaces into separate, independent layers (or tiers) to handle complex, high-volume exchanges securely and efficiently.
• 36 months of experience in messaging technologies, such as MQ, JMS, Kafka.
