About the Role

Provide authoritative technical leadership, strategic direction, and technical oversight to a team of federal specialists, contractors (including System Administrators and Oracle Cloud Enterprise Performance Management (EPM) Developers), and business partners. Lead the analysis, design, development, testing, deployment, and support of complex enterprise-wide software applications and integrations within the Oracle Cloud EPM environment.

Responsibilities

  • Design complex application architectures, manage multi-system data integrations, establish development standards, and provide expert technical advice to management and senior agency officials on the Financial Planning and Analysis Cloud (FPAC) ecosystem.
  • Ensure strict adherence to federal information security (INFOSEC) requirements, data handling standards, and NIST guidelines across the entire FPAC cloud infrastructure.
  • Manage core system administration tasks, including EPM metadata management, application maintenance, performance tuning, and user security provisioning.

Requirements

Applicants must be United States Citizens, participate in the e-Verify program, and males must abide by Selective Service registration requirements. Selectees will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.

  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work.
  • Position may be required to participate in scheduled or ad hoc on-call duties, including after hours, weekends, and holidays at management's discretion to support mission needs.
  • In accordance with Executive Order 14170, applicants are encouraged to respond to four short, free-response, essay questions in the questionnaire. Answers will be reviewed by the hiring manager and agency leadership if referred for selection consideration.

Qualifications

Basic Requirement: Experience must be IT-related, demonstrated by paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification). Experience must demonstrate the following four competencies:

  • Attention to Detail: Thorough and conscientious in performing work.
  • Customer Service: Works with clients to assess needs, provide information, resolve problems, and satisfy expectations.
  • Oral Communication: Expresses information effectively, tailoring communication to the audience.
  • Problem Solving: Identifies problems, evaluates information, and generates sound recommendations.

GS-13 Level Proficiency: Advanced proficiency in all four competencies, recognized as a subject-matter expert within the organization. Capable of coaching others and contributing to senior-level discussions.

Specialized Experience: At least one year of specialized experience equivalent to the GS-12 level in the Federal service, including:

  • Planning, development, implementation, and administration of systems for data acquisition, storage, integration, transfer, and retrieval.
  • Design, documentation, development, modification, testing, installation, implementation, and support of applications software (e.g., Oracle Enterprise Performance Management).
  • Leading new system development projects or major enhancements to existing projects.

Time-in-grade requirements must be met by the closing date of this announcement. CTAP/ICTAP candidates must meet all qualifications to be considered "well qualified."
