This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is located in the DISA - DBC/SERVICES DEVELOPMENT DIRECTORATE.

Responsibilities

  • Determines, analyzes, and develops requirements for software systems by interpreting standards, specifications, and user needs as a systems analyst.
  • Analyzes output products and debugs source code to isolate and correct errors in program logic, syntax, and data entry, ensuring accuracy and efficiency.
  • Designs, develops, maintains, and executes test plans for formal qualification testing, system integration testing, regression testing, and verification, validation, and acceptance testing as software testers.
  • Designs, develops, maintains, and executes processes to manage software or database components, specifications, test plans, procedures, results, and revision history applicable to a software system to meet user requirements.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.

Qualifications

For the GG-13 level, applicants must have IT-related experience demonstrating the following competencies:

  • Attention to Detail: Experience reviewing your own information technology-related work or data and being asked by others to review their work to ensure accuracy, completeness, and consistency with standards.
  • Customer Service: Experience maintaining relationships with customers, assessing current IT needs, and developing or identifying IT products and services tailored to meet those needs.
  • Oral Communication: Experience briefing mid-level management and IT staff on the status of IT systems, projects, or daily operations, including communicating technical information to a non-technical audience.
  • Problem Solving: Experience identifying alternatives to address complex IT-related issues by gathering and applying information from various sources to provide potential solutions.

To qualify at the GG-13 level, your resume must describe at least one year of experience demonstrating the following:

  • Software analysis, design, development, and implementation for new systems or major enhancements to existing systems.
  • Resolving critical issues affecting the configuration of the IT infrastructure.
  • Designing and documenting overall program Test & Evaluation strategies.
  • Demonstrating the competencies of Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described above.

Volunteer experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social), may be credited if it builds relevant competencies.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level. Combination of education and experience is not applicable for this position.
