IT PROJECT MANAGER (PLCYPLN)

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a mission-critical role supporting the U.S. Cyber Command, classified as Professional Work Category at the Senior Work Level within the CES Occupational Structure, located in DISA DG/RN512.

Responsibilities

• Perform information technology (IT) project management duties to provide organizational focus and synchronization efforts necessary to achieve organizational goals and operational effectiveness.
• Prepare and present briefings, reports, and recommendations to high-level personnel within DISA, command and staff at the field command, and other DoD components on the status of assigned IT projects.
• Provide project management oversight and technical advice to initiate, plan, coordinate, and supervise IT projects, emerging technologies, services, and capabilities affecting the DISA Global operational mission.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months in accordance with the DoD 8140 policy series.
• This is a Mission Essential position and may require reporting to work or relocation during local/national emergencies.
• This is a drug-testing position.

Qualifications

To qualify for this position, you must meet the following requirements:

• Attention to Detail: Experience reviewing IT-related work or data and being asked by others to review their work to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Experience maintaining relationships with customers, assessing current IT needs, and developing or identifying IT products and services tailored to meet those needs.
• Oral Communication: Experience briefing mid-level management and IT staff on the status of IT systems, projects, or daily operations, including communicating technical information to non-technical audiences.
• Problem Solving: Experience identifying alternatives to address complex IT-related issues by gathering and applying information from various sources to provide potential solutions.

Qualifying Experience: To qualify at the GG-13 level, your resume must describe at least one year of experience demonstrating the following competencies:

• Applying IT project management and systems analysis methods, hardware/software integration and design, and customer support principles.
• Using analytical reasoning to develop technical requirements for networking, transport, and applications.
• Aligning IT best practices with agency objectives and evaluating program performance metrics.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• Telework availability will be based on mission requirements and supervisory determination.
• Moving costs and recruitment, relocation, or retention incentives may be authorized.
• The position is subject to DoD Manual 8140 and future Cyber Workforce requirements.
• Employee may be subject to recall or call-back during off-shift hours, 7 days a week, 24 hours a day.
• The Department of Defense (DoD) policy on employment of annuitants applies to this position.
• PPP Application Based Preference Eligibles (e.g., Military Reserve and National Guard technicians) will receive priority consideration at the full performance level only.
