Duties

The IT Project Manager (APPSW) is responsible for overseeing one or more SI units' technical systems portfolios and acts as the primary liaison between OCIO and other SI units. In this Position, You Will Engage in full S/SDLC management (planning, analysis, design, development, deployment) of complex automated information systems supporting facilities and physical security. Direct technical activities of staff and contractors across modern environments (hybrid-cloud, SaaS, AI/ML, DevSecOps). Work closely with user organization leadership, technical advisory councils, and diverse functional stakeholders (space planners, leasing admins, facilities managers). Standardize business processes and integrate them into supported applications while ensuring data privacy and assurance policies.

  • Develop and negotiate statements of work (SOW), task orders, and acquisition documentation.
  • Evaluate contractor performance, establish management controls to ensure charges are fair, and verify delivery within scope, budget, and federal regulations.
  • Provide expert technical support in implementing major aspects of the unit-implemented software, particularly IBM Maximo Application Suite (MAS) and IBM TRIRIGA.
  • Collaborate with DevSecOps resources on data exchange architecture between legacy systems using modern development tools, databases, and reporting frameworks.

Requirements

  • Conditions of employment: Requires career/career-conditional status or eligibility. Males born after 12/31/59 must be registered with Selective Service.
  • Qualification requirements: One year of specialized experience equivalent to at least the GS-13 level in the Federal Service.
  • Specialized experience: Experience applying IT project management principles and full systems/software development lifecycle (S/SDLC) methodologies to plan, design, and deploy large-scale enterprise automated information systems (AIS).
  • Technical experience: Implementing, configuring, or maintaining commercial-off-the-shelf (COTS) Enterprise Asset Management (EAM) or Integrated Workplace Management Systems (IWMS)—specifically IBM TRIRIGA or IBM Maximo Application Suite (MAS).
  • Experience as a primary technical liaison or contract technical representative (e.g., COR/COTR) to coordinate business requirements across diverse stakeholder groups and monitor vendor performance.
