IT Program Risk Manager

Job Summary

MinnIT is seeking an IT Program Risk Manager to support large, complex, and high-impact information technology initiatives for the Department of Children, Youth, and Families (DCYF). This role involves leading risk management activities, facilitating risk assessments, and contributing to the development and continuous improvement of standardized risk management practices.

Qualifications

• A minimum of four (4) years of IT experience in project management, risk management, or application systems implementation.
  • Leading or supporting risk management activities—including risk identification, analysis, mitigation planning, monitoring, and reporting—within IT projects or programs.
  • Experience developing or improving standardized risk management frameworks or practices used across multiple projects or programs.
  • Participating in or supporting delivery of IT projects across development, testing, and production environments.
  • Analyzing complex information to identify risks, dependencies, or issues that may impact project or program outcomes and translating those findings into clear, actionable insights for stakeholders.
  • Developing or contributing to project documentation such as risk registers, reports, or plans.
  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
• A customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
• Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
• Strongly Preferred: Experience leading risk management efforts across multiple concurrent IT projects or at a program/portfolio level.
• Experience presenting risk analysis, recommendations, or reporting to executive leadership or governance bodies.
