About the role

BAE Systems is looking for experienced IT Program Managers on a technology-based program supporting a key government customer. This program delivers engineering services for network infrastructure as well as sophisticated enterprise computing infrastructure, including end-point devices, data center hosted servers, multi-Cloud services, virtualized applications, and storage systems. Network infrastructure engineering services include core infrastructure, voice and video engineering, field engineering, application management and development for networks, network analytics, firewalls, network access controls, and bandwidth service delivery. Responsibilities

  • Ensure Contractor tasks are completed within deadlines, tasking guidance from the Government is clear and unambiguous, contract personnel are qualified to perform the tasks, and potential personnel problems are preempted.
  • Consult and coordinate with the appropriate Task Manager for problem resolution, task scheduling, new resource requirements, training needs, and task clarification.
  • Establish and implement streamlined processes and procedures enabling the Contractor to rapidly respond to surge requirements for increased contract personnel.
  • Assure SLA requirements are met.
  • Consult with users, management, vendors, and technicians to assess engineering and infrastructure needs and system requirements.
  • Direct daily operations of the department by analyzing workflow, establishing priorities, developing standards, and setting deadlines.
  • Assign and review the work of network architects, engineers, and installers.
  • Plan, direct, and coordinate computer-related activities including electronic data processing, information systems, systems analysis, and computer programming.
  • Perform day-to-day management of the program and develop long-term and strategic objectives to ensure end-user requirements will be satisfied in future years of the contract.
  • Perform horizontal integration planning and interface with other functional areas, ensuring technical solutions and schedules are implemented in a timely manner.
  • Work with security managers to maintain security compliance and accreditation, including continuous monitoring for threats and vulnerabilities.

Requirements

  • Bachelor’s or Master’s degree with a minimum of sixteen (16) years of relevant experience.
  • Experience as an Enterprise Scrum Master using Lean Agile, setting up ServiceNow projects, and facilitating division-level sprint planning.
  • Ability to monitor multiple projects, identify risks, and communicate effectively to customers, stakeholders, and project teams.
  • Outstanding communication skills, articulating complex issues to various audiences.
  • Experience leading and managing enterprise-level projects using Project Management Framework (PMF) or Lean Agile.
  • Ability to manage multiple projects, deadlines, and priorities, and identify programmatic challenges and mitigation strategies.
  • Experience working with multiple groups to achieve a common goal, managing expectations as well as timelines.
  • Experience managing conflicting priorities and communicating risks and dependencies effectively with both internal and external stakeholders.

Skills

  • Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Personnel and Human Resources: Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Management of Personnel Resources: Motivating, developing, and directing people.
  • Coordination: Adjusting actions in relation to others' actions.
  • Monitoring: Monitoring/assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.

Preferred Qualifications

  • PMP, Agile, ITIL, or other related certifications.
  • Knowledge of quality processes including ISO, Six Sigma, CMMI.
  • Knowledge of the entire development system life cycle.
  • Strong track record of understanding and interest in current and emerging technologies.
  • Experience creating and managing a shared pool of internal and subcontract resources.
  • Experience working with the government.

Pay

Full-Time Salary Range: $149,603 - $254,317. This range is based on market pay structures. Individual salaries are determined by a variety of factors including business considerations, local market conditions, internal equity, and candidate qualifications such as skills, education, and experience.
