This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is located within DISA - HC/DoDNET Services.

Responsibilities

Responsible for broad subject-matter IT areas including models, communications, architecture, systems planning, and long-term system development to identify application areas.
Handles operational support models and/or life-cycle system development.
Directs extensive and comprehensive analysis to identify, define, and implement strategic efforts supporting operations for both on- and off-premise cloud infrastructure.
Identifies potential risk areas for implementing changes to hardware, including operational support models maintaining multiple processes depending on the infrastructure.
Provides advanced technical support and guidance to staff on IT issues involving broad organizational IT management.

Requirements

Must be a U.S. Citizen.
Males born after 12-31-59 must be registered or exempt from Selective Service.
Requires a favorable suitability review and security clearance; failure to maintain eligibility may result in termination.
Must obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
Subject to initial and random drug testing.
Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months as per DoD 8140 policy series.

Qualifications

To qualify, applicants must demonstrate the following competencies through IT-related experience:

Attention to Detail: Reviewing IT-related work or data and ensuring accuracy, completeness, and consistency with standards.
Customer Service: Developing and maintaining customer relationships, assessing IT needs, and tailoring solutions.
Oral Communication: Briefing senior management and IT staff on system status, projects, or operations, including complex technical information for non-technical audiences.
Problem Solving: Identifying alternatives for unique, complex, or sensitive IT issues and evaluating potential solutions.

Qualifying Experience for GG-14: At least one year of experience in information technology, including architecture, systems planning, long-term system development, life-cycle system development, and implementing strategic efforts for on- and off-premise cloud infrastructure. Volunteer experience (e.g., Peace Corps, AmeriCorps) may be credited. Candidates must describe how they meet qualifying experience in their resume.

All qualifications must be met within 30 days after the closing date of this announcement. There is no substitution of education for experience at the GG-14 grade level.

This position is in the Excepted Service and does not confer eligibility for conversion to the Competitive Service.
A three-year trial period may be required if no prior trial or probationary period was completed in the excepted or competitive service.
Telework availability is mission-dependent and subject to supervisory approval.
Selected candidates will be required to submit to urinalysis for illegal drugs prior to appointment.

This position is covered under DoD Manual 8140, with future Cyber Workforce requirements.
