IT CYBERSECURITY SPECIALIST

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is located in the DISA PAC/PC41.

About the role

Principal technical authority for enterprise services within the Professional Work Category at the Senior Work Level. The role ensures DoDIN system operational availability, integrity, and security while leading theater-level enterprise incident command for outages and cyber events.

Responsibilities

• Develop and apply IT and cyber policies to maintain DoDIN system operational availability, integrity, and security.
• Lead theater-level enterprise incident command for outages and cyber events; direct real-time triage and coordinate multi-organizational actions for rapid service restoration.
• Develop and maintain a theater-specific Common Operating Picture (COP) for enterprise services health, manage advanced monitoring tools, and provide authoritative, time-sensitive impact assessments to leadership.
• Design, configure, and validate specialized enterprise services architectures in support of real-time RNOSC operations and major INDOPACOM exercises, serving as a Tier III escalation point for complex, multi-system issues.
• Act as a senior engineering consultant for mission partners: translate operational needs into enterprise solutions, lead network projects, and ensure rigorous information-security application in all service delivery.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months per DoD 8140 policy series.
• This is a drug-tested position.
• This is a Mission Essential position.

Qualifications

To qualify for this position, you must meet the following requirements:

• Attention to Detail: Experience reviewing IT-related work or data and being asked by others to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Experience maintaining relationships with customers, assessing IT needs, and developing or identifying tailored IT products and services.
• Oral Communication: Experience briefing mid-level management and IT staff on system status, projects, or daily operations, including communicating technical information to non-technical audiences.
• Problem Solving: Experience identifying alternatives to address complex IT-related issues by gathering and applying information from multiple sources.

Qualifying Experience: At least one year of experience demonstrating the competencies necessary for immediate success, equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience includes:

• Managing large-scale, complex enterprise networks (LAN/WAN).
• Serving as a technical lead for incident response, directing real-time diagnostic and triage activities during major outages.
• Developing a Common Operating Picture (COP) for health and using advanced tools for proactive monitoring.
• Designing and configuring architectures for real-time operations or military exercises.
• Ensuring the rigorous application of cybersecurity policies and principles in the delivery of network services.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
